This position is located in the Department of Labor (DOL), Office of Workers' Compensation Program (OWCP), Division of Federal Employees' Compensation Program (DFEC) in the Branch of Information Technology. The Branch mission is to develop and maintain IT applications solution for OWCP DFEC, provide IT staff, hardware, software, IT training, access to DOL IT applications, and perform application support.

  • This position is at the full performance level (GS-14).

Assesses needs of various program areas and identifies potential IT solutions to

enhance program efficiency, analyzes user and functional requirements and proposes

alternative solutions for implementation; interacts with stakeholders to gauge the impact

of modifying work processes on program goals and objectives. Assists managers in

identifying conflicts between IT system/application proposal and current policies and

practices and recommend solutions.

Develops system and program specifications for IT systems, taking into

consideration characteristics such as interaction of various subsystems, timing

constraints, proposed human/machine interactions, cost benefit analysis and security

related issues. Designs Information flow, develops processing logic, and extract specific

data for performance. Directs the implementation of system specifications and monitors

project activities such as system design, coding, and testing.

Serves as a resource of expert advice and assistance to users, contractors, and

management on current and planned IT systems, including usage, methods, equipment,

technology, program needs, costs, etc. Develops user-friendly documentation and

reference material sufficient to effectively operate, modify and maintain delivered

systems and keeps them updated at all times.

As the ECOMP project officer, coordinates system integration effort between

ECOMP and legacy client-server system, oversees contactor's delivery of products and

services, operations of systems, and implementation of technical requirements to

ensure that all terms and conditions of the contract are met and that end-users receive

quality products and services in accordance with contract specifications and consistent

with DOL IT architecture. Reviews, evaluates, and approves/disapproves contractor(s)

work products, progress reports, plans, schedules, staffing, personnel qualifications,

and change-control procedures. Keeps the branch chief and division director informed

at all times and seeks guidance to address issues and challenges. Serves as the

OWCP liaison with outside Federal Agencies In support of the ECOMP Web Portal.

Prepares documents and maintains the contract administration flies. Ensures that

all written and oral communication with contractor(s) is documented in a timely fashion

for purposes of monitoring status, progress and performance. Initiates and oversees

contract modifications after seeking approval from the branch chief and division director

and keeps the project aligned with program objectives.

Manages contract finances by preparing monthly/quarterly financial reports and

maintains records of funding and expenditures. Ensures that there is adequate contract

funding at all times and Initiates adjustments, as appropriate. Reviews contractor

invoices; accepts/rejects for the Government the contractor's billing, and signs all


Provides expert advice and assistance of users, OWCP Management, and

contractor related to assigned projects. Continually monitors contractor performance for

all deliverables in terms of quality and timeliness; their management approach to

detecting and resolving technical, organizational, and contractual problems; their

flexibility in meeting unexpected needs of the Government; the contractor's sensitivity in

handling situations involving Interactions with the public and/or Government staff; their

creativity in developing concepts, Issues, and recommendations for consideration by the

Government; the costs and benefits of all options; and redirects the contractor's efforts

as appropriate within the scope and the contract.

Applies knowledge of IT systems, methods and practices to support customers

(e.g., help desk functions) in the design and development of DFEC applications;

Develops metrics, critical success factors and key indicators to monitor and assess

results in DFEC Applications; Diagnoses problems in computer software and makes

recommendations for problem resolutions and ensures smooth IT operations.

Serves as a trouble-shooter of software-related problems for the DFEC.

Formulates recommendations to solve problems and coordinates corrective actions with

the IT staff, contractor(s), and/or OWCP. Keeps the branch chief, and the division

director Informed of all problems, resolution status, and actions taken to prevent

recurrence of similar problems.

Prepares briefings and written material for the branch chief and division director

and makes presentations before internal and external stake holders.

Performs Other Duties as Assigned.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Specialized experience must include: Applying project management principles and processes, e.g. business process re-engineering, requirement management, life cycle management, cost/benefit analysis, quality assurance, risk management, scheduling, metrics development and utilization, and analysis. Applicants must also have working experience with iFECS and ECOMP systems and experience developing IT solutions to improve operations.
