INTRODUCTION

DC Public Library Information Technology department supports a large, multi-site networked environment that is comprised of cabled and wireless staff and public workstations connected to local servers and servers within the District of Columbia and on the Internet. The department supports over 20 Windows and UNIX/Linux servers, a Storage Area Network, a municipal area fiber-optic data network, and over 1500 networked devices.

Reporting to the Director of Information Technology, the ILS Administrator serves as the lead administrator for major library application platforms, such as the Library's Integrated Library System, mobile app, and other major application platforms. The ILS Administrator will work closely with the Public Services and Collections Administrators to ensure planning, implementation, and coordination of Library services and applications. The ILS Administrator is responsible for development and maintenance of interfaces between application platforms, applications, and other systems; integration of locally-developed and third-party applications; providing functional support and training for all application modules; and the creation of custom reports.

DUTIES AND RESPONSIBILITIES

  • Provide for, coordinate, and oversee the effective delivery of library services and applications by overseeing the design, installation, maintenance, documentation, security, upgrading, and troubleshooting of library application platforms, servers, and databases. Administer, configure, and optimize applications and their partner products, add-on's, and extensions. Generate reports and statistics. Assure database integrity and security.

  • Contribute to the enhancement of technology services and operations by planning, coordinating, and implementing application projects, maintenance, and updates. Work with other Library staff to resolve functionality issues and to improve workflow through better utilization of application platforms. Plan and implement enhancements to application platforms and solutions developed on them.

  • Contribute to the timely and effective response to user needs by training technical and library staff; by evaluating user needs, emerging technological issues and opportunities; and by recommending appropriate actions.

  • Provide written and verbal communications to staff, vendors, contractors, and the public.

  • Assist with technical planning, budgeting, and priority management.

  • Performs other related duties as assigned.

QUALIFICATIONS AND EXPERIENCE

Bachelor's degree in Information Systems or related field is required. Master's degree in Library Information Science (MILS) from an ALA accredited library school is highly preferred. A minimum of five (5) years' experience in a library setting. At least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

In addition, the following is required:

  • Advanced and current knowledge of design, configuration, administration, management, security, operation, and documentation of Integrated Library Systems. Knowledge of cataloging principles, including MARC and RDA, is desired.

  • Advanced and current knowledge of design, configuration, administration, management, security, operation, and documentation of application development environments and platforms (e.g. Microsoft SharePoint).

  • Demonstrated understanding of client/server environment, and experience with software applications needed to administer application environments. This may include Microsoft Windows Server, UNIX/Linux, Oracle/Sybase, SQL Server, XML, etc.

  • Mastery of standard web browser display and application technologies (HTML, XML, CSS, JavaScript, CGI, XSLT), including usability, accessibility and cross-browser compatibility issues.

  • Advanced and current knowledge of microcomputer and communications architecture, configuration and software.

  • Ability to communicate effectively with staff, the public, vendors, and technical personnel, both verbally and in writing; to evaluate and communicate technical information; and ability to train technical and library staff as needed.

  • Knowledge of principles of management, including staff supervision, work planning, planning, purchasing and budgeting, contractor and vendor relations, and project management, and interpersonal problem-solving skills.

  • Ability to coordinate and prioritize multiple on-going tasks.

  • Ability to recognize technical and non-technical user needs and to initiate problem resolution.

  • Ability to evaluate complex information and emerging issues in the use of advanced technology, communications and user needs.

RESIDENCY REQUIREMENT

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than the Senior Executive Attorney Service (SEAS), or an attorney position in the Excepted Service (series 950) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

GENERAL SUITIBILITY SCREENING

This position is subject to general suitability screening; verification of employment history, reference checks and degree/license, as applicable. The appointee to the position may be offered employment contingent upon receipt of a satisfactory general suitability screening.

ENHANCED SUITIBILITY SCREENING

The position for which the individual is applying has been identified and designated as requiring enhanced suitability screening; If tentatively selected for the position, a criminal background check, traffic record check, consumer credit check, and mandatory drug and alcohol test will be conducted (as appropriate); and the appointee to the position may be offered employment contingent upon receipt of a satisfactory enhanced suitability screening.

EMPLOYMENT BNEFITS

Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

Employees in the Excepted, Executive, and Senior Executive Attorney Service are required to reside in the District within one hundred and eighty (180) after the employee's first day of work with the District government and to remain a resident of the District during their incumbency in an employment position subject to this requirement.
