Responsibilities

WHAT IS THE PRIVACY, GOVERNMENTAL LIAISON & DISCLOSURE DIVISION? PGLD is responsible for safeguarding and protecting sensitive taxpayer and employee information while promoting government transparency and accountability through better access to government information.

WHAT DOES AN INFORMATION TECHNOLOGY SPECIALIST (SECURITY) DO? As a Information Technology Specialist (Security) you will be responsible for implementing, evaluating and/or disseminating IRS Information Technology (IT) security components, tools, and procedures. This work involves difficult and complex problems in the development, implementation, and coordination of activities designed to ensure, protect, and restore IT systems, services, and capabilities. The problems are often unique to a single security risk or investigation, or are similar to issues that have been handled before within the organizational component. The effect of problem resolution is on the immediate situation or issue. Project assignments generally are individual, of moderate scope, and local in application.

As a Information Technology Specialist (Security) you will:

  • Evaluate and recommend the acquisition of implementing IT security tools, procedures, and practices to protect information assets.

  • Coordinate the delivery of an IT security awareness-training program for end users at all levels in the organization.

  • Update the local organization's contingency or disaster recovery plans to respond to new security requirements or changes in the IRS IT architecture.

  • Plan and conduct security accreditation reviews for installed systems or networks (Tier I, II or III), and recommend new or revised security measures.

  • Evaluate new security authentication technologies such as secure cards and biometrics, recommending the purchase of authentication software; and administering implementation.

  • Identify information systems security requirements associated with migrations to Tier II environments and providing guidance in planning and implementing the migration activities.

  • Develop specifications to ensure compliance with security requirements at the systems or LAN level (Tier I, II or III).

You must meet the following requirements by the closing date of this announcement:

GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes: Experience that demonstrated an accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques. For example, assignments would show experience in developing modifications to parts of a system that required significant revisions in the logic or techniques used in the original development. Must have been in an IT field or work where the primary concern was the subject matter of the IT application. The assignments must have shown completion of the following, or the equivalent: Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; adaptation of guidelines or precedents to the needs of the assignment.

OR A Ph.D. or equivalent doctoral degree or Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree In computer science, information science, information systems management, mathematics, statistics, operations research, engineering or technology management or in one or more of the fields identified above and required the development or adaptation of computer of applications, systems or networks. One year of graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR At least 1 year of combined graduate education and experience as defined in paragraphs above.

For Grades 5 THRU 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

  • The experience may have been gained in either the public, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

WHAT DOES A CYBER SECURITY INFORMATION TECHNOLOGY SPECIALIST DO? As an Information Technology Specialist (Security) you will operate as a project leader whose authority and scope of responsibility crosses organizational and geographic lines. You will develop guidelines that will be used by other specialists in the course of the projects, which have an impact on broad agency goals. In this position, you will lead major national level projects such as the review of proposed new systems, networks, and software designs for potential security risks, recommending mitigation or countermeasures, and resolving integration issues related to the implementation of new systems within the existing infrastructure. The various projects have an impact on broad agency goals. They deal with multi-year plans, new cutting-edge technologies, or issues, and develop new policies or make significant changes to existing policies that have IRS-wide impact. As an Information Technology Specialist (Security), you will: * Lead the implementation of security programs designed to anticipate and minimize system vulnerabilities. * Review proposed new systems, networks, and software designs for potential security risks; recommend mitigation or countermeasures, and resolve integration issues related to the implementation of new systems within the existing infrastructure. * Develop contingency plans (Disaster Recovery or Business Continuation Plans for information technology systems) to ensure availability and accessibility of network resources. * Develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities. * Coordinate the implementation of security programs across Tier I, II, and III systems, and establish vulnerability reporting criteria. * Review security incident response policies and identify the need for changes based on new security technologies or threats. * Implement security requirements, integrate security programs and define the scope and level of detail for security plans and policies.
