This position is located in the Training Resource Management Division (TRM), Information Technology (IT) Support Unit, Foreign Affairs Security Training Center (FASTC), Bureau of Diplomatic Security, Department of State, Blackstone, Virginia.
The incumbent of this position will serve as an Information Technology Specialist (NETWORK) for the FASTC campus. The incumbent will be responsible for the planning, analysis, and evaluating of contractor plans for building renovations, staff relocations, new construction projects, and the installation of new switches in terms of their integration and the impact upon the Department's data, voice and wireless programs, systems and services.
This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Provides technical support of all campus-wide communications services such as VOIP, VTC, AV and Wireless services. Assist in the planning, designing, analyzing, acquiring, documenting, testing, implementing, integrating, installing, maintaining, or modification of computer systems and software in relations to network interconnectivity.
Provides end-to-end design, implementation, maintenance, and operational support for all FASTC supported networks such as the Training Management System and the Hybrid Training Network and extended support for networks managed as the Department level.
Diagnose and resolve TMS and HTN closed network problems. Provides maintenance and management of network systems used for the transmission of information in voice, data, and video formats. Monitors network capacity and performance. Install, test, maintain and upgrade network operating systems software.
Oversees the development and implementation of task orders, local service contracts for managing, operating and maintaining FASTC voice, data, video and related IT networks, systems, and initiatives contracts. Validates configuration and installation of new hardware and software including local area networks and connectivity to wide area networks.
Serves as a technical advisor and Government Technical Monitor (GTM) for TRM on broad automation issues such as automation functions, priorities, cost benefits, trade-offs, and off-the-shelf versus customs solutions.Analyzes contractor cost proposals and technical expertise to determine whether proposed contract hours, available equipment and cabling requirements are equitable, reasonable and comply with terms and conditions of the contract. Develops Statement of Work and Requests for Proposals for major and minor FASTC contracts that require justifications and related in depth technical and cost evaluation support.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience planning, designing, testing, implementing, integrating, installing, and maintaining computer systems and software related to network interconnectivity.
Experience developing specifications for new and upgraded Information Technology, data, voice, video and wireless systems.
Experience analyzing and evaluating Information Technology equipment and techniques for development of policies and procedures related to systems and networks.
Experience with contracting and acquisition regulations and activities.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-13 position.
