You will serve as an INFORMATION TECHNOLOGY SPECIALIST (SYSTEM ANALYSIS) in the NAVSUP BUSINESS SYSTEMS CENTER which delivers IT/IM solutions with specific emphasis on logistics and financial related products and services. The duty station is Pearl Harbor, HI.

This position does not involve work such as Information Security, Network or System Administration, or Database Management.

Responsibilities

  • You will perform development assignments

  • You will assist in feasibility studies to determine practicality of requirements from an IT standpoint

  • You will consult with IT and Subject Matter Experts to perform fact finding and information gathering

Qualifications

For the GS-07 level your resume must demonstrate at least one year of specialized experience equivalent to the GS-05 level or equivalent pay band in the federal service or equivalent experience in the private or public sector that has equipped me with the particular knowledge, skills and abilities to successfully perform the duties of the position. Creditable specialized experience must be IT Systems Analysis related, which is assisting senior IT Specialists (Systems Analysis) in applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of the organization participating and/or assisting in performing duties, such as, 1.) Performing feasibility studies for new or improved business process solutions; 2.) Consulting with customers to identify and specify requirements; 3.) Preparing business cases for the application of IT solutions; 4.) Creating or modifying various financial supply, acquisition and/or other government functional requirements or design documents; developing process guides; 5.) Assisting in coordinating IT development projects, administrative issues, project support, and data calls; 6.) Assisting in the development of overall test plans AND having IT-related experience demonstrating the following four competencies as defined: Attention to Detail

  • Ability to review data from multiple sources and determine relevant information to a given situation. Drafting, editing and disseminating written reports and status updates that are factual, timely and relatively error free. Customer Service

  • Developing and maintaining relationships with customers with diverse needs. Providing technical information about products and services. Assessing the needs of customers and identify or tailor products and/or services to meet their needs. Resolving non-routine problems, questions, or complaints and direct the most complex problems, questions, or complaints to the appropriate person. Oral Communication

  • Communicating, explaining, or defending ideas or information clearly. Listening to others and recognize potential miscommunications. Problem Solving

  • Using logic to identify alternatives to solve technical problems. Identifying and solving problems by gathering and applying information from a variety of materials or sources that provide several alternatives.

You may also qualify using education to substitute for experience if you have bachelor degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of business systems AND meet one of the requirements of superior academic achievement. [Completion of all requirements for a bachelor's degree and meet the Superior Academic Achievement Provisions: 1. Maintained a grade-point average of "B" (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 2. Maintained a grade-point average "B+" (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 3. Rank in the upper one-third of your class in the college, university, or major subdivision. 4. Became a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPA's are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
