Under the general direction of the Enterprise Solution Services Branch Chief, the Information Technology Specialist (ITS) II, Senior Project Manager/Business Analyst will manage projects through initiation, analysis, planning, executing, monitoring and controlling, and closing phases. Coordinates and manages multiple projects within the modernization portfolio to achieve Cal OES Business and IT Strategic objectives. The ITS II will play a critical role in managing the new program Disaster Financial Recovery & Reconciliation Initiatives, particularly the statewide disaster cost tracking and reconciliation, and develop IT solutions for ongoing tracking.
The incumbent is responsible for developing and updating project documentation for information technology projects; leading and mentoring project teams; managing the integration of information systems and/or subsystems whether on-premise or cloud; and managing projects to ensure adherence to budget, schedule, and scope. The incumbent plans and directs current and future development and provides project leadership for the identification, development, and implementation of complex information technology systems solutions. The incumbent provides direction and leadership for a team of technical specialists and program area subject matter experts. The incumbent incorporates digital communication objectives and contributes to the advancement of technology, ensuring all digital products meet Cal OES security standards and accessibility guidelines. The ITS II works primarily in the IT Project Management and Business Technology Management domains.

Working Conditions

Desirable Qualifications

Five years of experience in all aspects of project and program management including but not limited to scope, schedule, budget, risk/issues, and deliverable management
Four years of experience leading requirement gathering interviews or JAD sessions, project planning, and communicating effectively with large teams in a complex matrix organization
Four years of experience in managing large complex projects and in all aspects of System Development Lifecycles (waterfall/agile) including but not limited to requirements, design, release management, implementation, change/ knowledge management, and business process improvement
Project management experience including the knowledge domains of the Project Management Body of Knowledge (PMBOK), CA-PMF, and CA PMLA
Experience in managing large-size enterprise-wide projects of high risk and visibility
Proficient facilitation skills and experience in presenting to directorate and control agency-level executive management
Ability to meet business needs through innovative solutions in a fast-paced environment
Knowledge and experience completing State Project Approval Lifecycle (PAL) processes and documents

Information Technology Specialist II - Exam 1751
Training and Development (T&D) assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.
The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
