This position is in the Technology Division of the Financial Crimes Enforcement Network (FinCEN). Incumbent is an Information Technology (IT) Specialist engaged in one or more IT specializations. Incumbent is assigned functional responsibility on a continuing or project responsibility. Incumbent utilizes mastery knowledge and skill in providing advice, guidance and expertise to management officials and other specialists in planning for and dealing with complex, novel issues.

Responsibilities

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

As an Information Technology Specialist, you will:

  • Ensure the integration of Information Technology (IT) programs and services and develops solutions to integration and/or interoperability issues

  • Analyze and define requirements and specifications for complex systems, applications and processes.

  • Advise and collaborate with IT managers and program managers on approaches to accomplishing IT goals that often involve significant changes in approach or technology.

  • Prepare proposals, policies, guidelines, analyses, specifications, procedures and other materials tailored to the situation and the audience.

Specialized experience: Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience includes experience performing IT Infrastructure activities to ensure the availability, integrity and operational support of systems, networks, and/or data.

Examples of such experience could include the following:

Managing the support activities of server operating systems, storage systems, database administration, network devices or application platform services, including performance monitoring and analysis; OR

Executing network, server, storage or database administration support in both unclassified and classified environments; OR

Performing operations tasks and supporting critical infrastructures with Communications Security (COMSEC) certification or training; OR

Conducting technical discussions across a variety of IT disciplines to coordinate and align task and work activities; OR

Developing and executing work or project plans related to network, server, storage or database systems.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

ActioNet is an IT service provider and solutions integrator headquartered in Vienna, VA that works with the Federal Government and Department of Defense. As the Information Systems Analyst you will be responsible for assisting the Information System Security Manager(ISSM) in implementing, monitoring, and maintaining various required Information System Security documents, tools and artifacts. You will also serve as a contributing member of the organizations Continuity Operations/Disaster Recovery Team. As the ISSM's liaison to both internal and external customers you will have the opportunity implement creative ideas in risk resolution, and support a highly dynamic and diverse, Information Technology Organization. Duties and Responsibilities * Working knowledge and experience with Linux, Windows, and Oracle database environments. * Development of project deliverable's related to security risk management to include system integration, scalability, and performance. * Evaluate security implementations in system architecture and administration, and implement secure solutions in accordance with appropriate policies and guidelines. * Familiarity with cloud environments, and basic enclave/platform terminology. * Ability to work in enterprise level environments, and develop and document secure solutions to both system redundancy and information security in accordance with organizations policies and guidelines. * Demonstrate ability to use system hardening guides to develop effective solutions to identified risks associated with various evaluations, and monitor patch evaluation for proper procurement and deployment. * Install, update, configure, and administer all cyber monitoring and forensic tools used by the analyst. Familiarity with Splunk and Nessus tools a plus. * Actively participate in Disaster Recovery Planning, and Planned FISMA exercises. Ensure associated SOP's, and related tracking artifacts are kept up to date. * Work within a team environment, but operate independently in the absence of strict guidance to correct issues, and improve the environment. * Maintain and deliver status reports as directed. * Demonstrate ability and initiative to execute broad assignments requiring minimal direction. Basic Qualifications: * 3+ years working in Information Security or similar field with strong knowledge in reviewing or implementing security controls, and utilizing STIGS and NVD to research risks associated with various operating systems. * Strong knowledge of Linux environments, and ability to identity and resolve identified security risks. * Working knowledge and proven ability to implement Security Controls contained within NIST 800-53a Rev 3 at a minimal. * Working knowledge of the following Information Security Guides: NIST 800-37 Rev 1, OMB Circular A-130. * Highly efficient in the use and implementation of the Microsoft Office Suite. * Strong communication skills to interact with internal teams and external government customers. * Security + Required * Associates Degree or Higher * Secret Clearance Required; Top Secret is a plus Preferred Qualifications: * Working knowledge of NIST 800-34 Rev 1, Contingency Planning Guide for Federal Information Systems. * Knowledgeable in the use of Sharepoint Application. * Familiarity with Oracle, and Mixed Application/Operating Systems environments. * Knowledge of FAM Information Security and FAH Information Assurance Policies a plus.
