Minimum Qualifications CURRENT NYS EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service to a Grade 21 or above and eligible for transfer under Section 52.6 of the NYS Civil Service Law.
GENERAL PUBLIC CANDIDATES:
Five years of professional experience in computer programming which must have involved the planning, configuration, testing, implementation, and/or management of the systems environment that supports the organization's information technology architecture and business needs.
SUBSTITUTION: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science with at least 9 semester credit hours in programming languages and two years of experience in computer programming; or a bachelor's or higher-level degree in any field and three years of experience in computer programming; or an associate degree with 15 semester credit hours in programming languages and four years of experience in computer programming.
SPECIALIZED/ADDITIONAL REQUIREMENTS:
Associate Degree in Information Technology, Computer Science, Computer Information Systems, Telecommunications, Management Information Systems, or Computer Engineering.
At least 3 months to 1 year of experience using PeopleCode.
At least 3 months to 1 year of experience using PeopleTools/App Designer.
At least 3 months to 1 year of experience using SQL.
At least 3 months to 1 year of experience using SQR.
At least 1 year to 2 years of experience gathering user requirements.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Duties Description The incumbent of this position will perform duties that include, but are not limited to the following: analyze, specify, design, code, test, and maintain programs and interfaces within the Oracle HRMS PeopleSoft Enterprise Application Suite; work with users and others within the unit to define needs and design solutions.
Administration and support of Oracle PeopleSoft 9.2 Enterprise which includes the following modules: Payroll, Human Resources, Benefits, Training, Workforce Monitoring, ePay and eProfile.
Implement and maintain applications developed in PeopleSoft People Tools 8.58+ and People Code.
Implement and maintain applications developed in PeopleSoft SQR (Structured Query Report Language)
Migrate PeopleSoft applications from classic navigation to 9.2 Fluid design.
Development and support of PeopleSoft BI Publisher technology.
Create user and technical documentation on supported systems.
Supervision may be required.
