Minimum Qualifications NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

  • Five years of experience in database programming or administration. the database programming or administration experience must have involved direction or performance of activities related to managing and maintaining enterprise database environments as well as the data contained in the databases. The experience must have included responsibility for designing, implementing, and maintaining database systems.

  • Minimum Qualifications Substitution: A bachelor's in any field including or supplemented by 15 semester credit hours in programming languages and two years of experience in database programming or administration; or a bachelor's or higher-level degree in any field and three years of experience in database programming or administration; or an associate degree with 15 semester credit hours in programming languages and four years of experience in database programming or administration.

Current NYS Employee:

Reachable on the Civil Service Eligible List for Information Technology Specialist 3 Database, OR permanent or contingent-permanent status as an Information Technology Specialist 3 OR eligible for transfer.

Preferred Qualifications:

  • Experience with Java and maintaining Java Applications.

  • Experience identifying and diagnosing data flow issues.

  • Proficient in Angular and React frontend development.

  • Experience with API Development and inter.

  • Proficient troubleshooting Front-End Web Applications.

  • Ability to handle multiple tasks at once and prioritize those tasks appropriately.

  • Experience supporting end-users in a help desk role or similar user support role.

  • Experience with any of the following: C#, Java, Web Server Administration, Oracle Software Administration, Unix OS, and Networking.

The Office of the New York State Attorney General (OAG) is seeking an Information Technology Specialist 3 to work within our Enterprise Applications section of the IT Bureau. The incumbent will be responsible for managing application/s related to HR processing including on-boarding and off-boarding and will interface with various business units to facilitate timely updates of information. The incumbent should have experience troubleshooting web applications and should be familiar with Web Application development concepts for an internal application, the maintenance and support of our existing and future Oracle or other Software implementations, and Application Server Implementation and Configuration. Duties may include, but are not limited to, the following:

  • Maintain, support, and upgrade our internal Angular application, and ancillary supporting systems.

  • Maintain and Manage deployments on Web and App servers.

  • Documentation of Application Architecture Diagrams.

  • Create documentation to help support and maintain current/future architecture.

  • Supervision of staff and/or contracted consultants.

  • Delegation of tasks to subordinate staff and the testing/verification of task completion and correctness.

  • Assist with offboarding of users as needed of various types with focus on automation of tasks.

  • Process new user tickets and verify information.

  • Update user information as needed.

  • Enable or Disable users as needed.

  • Manage intern workload in cooperation with the rest of the unit.

  • Participate in testing updates to related applications, document issues as needed.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
