This announcement will be used to fill a full-time permanent Information Technology Senior Project Manager position in the Office of Information Technology located at the Arundel Center in Annapolis, MD.
This is managerial, technical, administrative, and supervisory work in planning, organizing, and integration of cross-functional information technology projects for the purpose of developing and delivering information technology products, services, and systems for countywide departments. Under direction, the position is responsible for significant Office of Information Technology county-wide projects typically with large
budgets and sizable staff with focus on meeting project commitments, including schedule, cost and communications with sponsors and stakeholders.
NATURE AND VARIETY OF WORK
An employee in this classification is the principal point-of-contact for assigned projects. The incumbent manages complex OIT projects and programs from design and development to production; defines requirements and plans project lifecycle processes; develops project plans, goals, and budgets; identifies resources needed; and, guides project team comprising of cross-functional technical disciplines. Work requires comprehensive understanding of practical knowledge of substantive project management principles, and methods to provide leadership and guidance to other project managers. The incumbent is required to possess knowledge of technical information systems to manage a variety of complex and challenging information technology projects assigned. Work involves conducting analytical studies to identify new technology information and assists in the development of methods and tools to improve project management practices for an effective operation. The complexity of work is characterized by extensive and continuous project planning, analysis, coordination, and direction of the County-wide information technology systems.
Work is performed with considerable independence within established policies, regulations, and technical guidelines for use of the Office of Information Technology, and is reviewed by a superior through conferences and reports.
Examples of Duties and Knowledge, Skills and Abilities

Manage complex OIT projects and programs from design and development to production.
Define requirements and plan project lifecycle processes and provides technical and analytical guidance to the project team.
Assembles and coordinates project team members; assigns individual responsibilities and defines schedule for project and program implementation.
This position will also have budget responsibility for a project, including cost-benefit analysis and building a business case.
Create strategies for risk mitigation and contingency planning.
Plans and oversees the preparation and dissemination of project schedule, project deliverables, goals and milestones.
Directs and oversees project team, produces project reports and manages conflicts within groups.
Develops and maintains technical and project documentation and performs team assessments and evaluations.
Develop Request for Proposals (RFP) for external services and products.
Demonstrates strong leadership, organizational, presentation, and customer services skills.
Performs related duties as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of principles and practices of project management, planning, developing, managing and implementing an information technology project.
Thorough knowledge of evaluating principles, methods, and tools to organize work, set priorities and determine resource requirements.
Thorough knowledge of management methodologies for contracting or procurement, RFP development and contract negotiation and administration.
Thorough knowledge and experience in cross-functional project management methods and techniques.
Thorough knowledge of information technology applications, processes, software and equipment.
Thorough knowledge of supervisory practices and principles.
Considerable knowledge of risk management methods and tools used for risk assessment and mitigation of risk.
Skill in project management and technical planning of information technology projects.
Skill in application and system programming, operation of computers and network/communications technology and concepts.
Skill in effective written communication, working in groups, and meeting facilitation.
Ability to apply strong project management skills and methodologies as lead project manager.
Ability to develop and implement new programs to improve efficiency and productivity.
Ability to enforce and interpret technical standards in accordance with information technology activities.
Ability to plan, schedule, coordinate, and supervise the work of technical personnel.
Ability to communicate effectively and establish and maintain working relationships with county officials, employees, contractors, and the public.
Minimum Qualifications
Graduation from an accredited four-year college or university with major coursework in Computer Science, Business, or a related field. Two (2) or more years of experience in managing concurrent complex technology and related projects. Four (4) or more years of experience in project life cycle methodologies, cost and schedule development and controls; and a valid non-commercial Class C motor vehicle operator's license.
Supplemental Qualifications
Preference will be given to applicants with the following experience:
(1) Experience with process establishment and process
improvement;
(2) Experience with industry-standard Project
