This position is located in the Solution Delivery Division, Technology Office (TO), Business Center Operations Office, Rural Development (RD), United States Department of Agriculture (USDA). The mission of the TO is to develop information systems that accelerate the delivery of RD programs and services; provide operational support for field-oriented national information systems; develop and support streamlined analytics; provides technical support and central management across all RD information systems as well as those of other USDA bureaus supported.
Coordinates with the federal staff and oversees contractors responsible for the design, development, testing, analysis, deployment, and maintenance of IT solutions.
Enforces information assurance activities not only related to confidentially, integrity, and availability, but also to the safety, privacy and recovery of information processed.
Maintains focus of team on quality and continuous delivery.
Ensures conformance to the System Development Life Cycle (SDLC) and Project Management Institute (PMI) best practices for project management.
Serves as a project manager for managing and integrating IT plans and programs assigned to the TO.
Provides financial management, cost estimating and acquisition support for all phases of the program management and system lifecycle.
Participates in decisions related to procuring resources related to investments including implementing and utilizing contracts.
Assesses the performance of IT projects through day-to-day interaction.

To be eligible for appointment to this position, the new hire must be cleared to come on board once the results of the fingerprint check, review of the OF-306, Declaration for Federal Employment, and the candidate's Electronic Questionnaires for Investigations Processing (eQIP) entries have been reviewed and determined to be satisfactory. This position requires a favorable credit check as part of the background investigation.
Applicants must meet all the qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education as identified by grade level.
For all positions individuals must have IT-related experience demonstrating each of the four competencies below.

In addition to meeting the basic requirement, qualified applicants must meet the following specialized experience or additional competencies or special qualifications:
For GS-13 Grade Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-12; or its non-Federal equivalent that demonstrates:
Knowledge and experience implementing IT solutions, commercial off the shelf (COTS) products, mobile and Cloud technologies, and client-server software applications. Knowledge of domain architecture and upstream/downstream dependencies. Experience assisting with managing IT related projects and implementation. Experience with System Development Life Cycle (SDLC) and Project Management Institute (PMI) best practices for project management; knowledge of SDLC documentation and submitting it to Stage Gate Committee. Experience tracking IT related costs and/or contracts.
Scrum Alliance Certified ScrumMaster (CSM) or Certified Scrum Professional (CSP) certification or PMl's Agile Certified Professional (ACP) or PMI Project Management Professional (PMP) certification preferred.
Must obtain Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 2 training and certification within 18 months.
There is no substitution of education for experience at the GS-13 Grade Level.
