This role requires collaborating with state agencies to identify, strategize, lead, and oversee project teams and initiatives, ensuring the accomplishment of project objectives. The incumbent operates with a sense of urgency, fostering team enthusiasm and dedication, while advocating for the strategic goals, directives, and philosophies of the West Virginia Office of Technology (WVOT). Responsibilities also include supporting and executing tasks aligned with the WVOT Project Management Office's obligations as per state code.

The Individual in this Project Management role is responsible for guiding and supervising project teams throughout the development and implementation of IT projects, utilizing a project management methodology based on the Project Management Body of Knowledge (PMBOK). This includes crafting and managing comprehensive project plans, overseeing all project phases to maintain control over project scope, budget, and schedule. The role involves continually developing, updating, and maintaining project plans, encompassing project scope, work breakdown structure, project team composition, communication strategy, risk and issue management plan, testing plan, quality assurance plan, and maintenance and support plan for IT projects.

Furthermore, the role entails producing and updating status reports and other communications aimed at meeting customer expectations. This involves addressing project goals, expectations, issues, lessons learned, schedule, and resource considerations. The position extends support to agencies during the project initiation process, aiding in gathering additional information and conducting research to provide WVOT senior management with insights into project needs, feasibility, and prioritization.

Training: Bachelor's degree from a regionally accredited four year college or university in information technology, computer science, business administration or related field.

Substitution: Experience as described below may be substituted for the required training on a year-for-year basis.

Experience: Four years of full-time or equivalent part-time paid professional administrative, project management, or managerial experience, plus two years of full-time or equivalent part-time paid experience in information technology such as computer programming, systems, programming, database management, systems analysis, or information technology project management.
