Incumbents in this position are experts in technology planning and the development of technology architecture.
Information Technology (IT) Planner/Architects participate in a team, conceptualizing and developing the information systems strategic plans identified by the Business IT Strategic Planner.
This position reports to the Chief Information Officer or to a Division Manager and is responsible for the creation of comprehensive strategic and tactical IT plans to support the long-term business needs of the County's IT infrastructure.
In addition, this position designs and develops highly technical architectural plans which include hardware, software, network, data and other dimensions to cover all aspects of information technology.
This position is also responsible for research and development efforts to ensure the effective implementation and function of new technologies into the current IT infrastructure.
The IT Planner/Architect helps to transfer new technologies into the normal practice of the organization in order to improve the software quality and productivity of software development activities.
Typical Tasks Develops policies and strategic and architectural plans for the use and support of information technology: identifies IT requirements and assesses status of existing technological applications in order to improve software quality, increase productivity, and decrease the cycle time for systems development; Advises executive and division managers on new technologies and on the impact of business needs on information technology strategies; Assesses the effectiveness of specific technologies supporting county and agency business plans; Develops five-year strategic plan, three-year tactical plan and a one-year IT Operations Plan which help to determine the technical direction, policy, standards and objectives for county-wide and agency-specific IT architecture; Identifies new technologies and application development opportunities consistent with the information architecture model; Prioritizes proposed IT improvement efforts to meet customer business needs; Develops financial requests for budgets, resources and projected staffing levels for the implementation of architectural components; Develops and documents the IT model review process to include yearly updates; Plans overall resource requirements to meet the objectives of the Operating Plan; Develops and maintains an IT project planning procedure used by managers to develop and test new application developments; Selects, trains, evaluates and directs the work of subordinate staff; Provides direction for the development of the County's IT strategic planning process; Manages technology proof-of-concept pilots; Conducts research on IT industry direction, emerging technologies and IT management approaches; Manages highly complex projects and guides upper-level management to transfer new technologies into the organization in a timely fashion; Other related duties, as required.
Employment Standards Training and experience equivalent to possession of a four (4) year degree in computer science, information systems, business or a closely related field.
AND Five (5) years experience in the field of systems analysis, systems engineering, IT strategic planning, and IT architecture development of which at least three (3) years includes supervisory experience.
Knowledge of: Advanced principles of IT architecture and strategic information technology planning; New developments in IT and their relevance to current business needs and architecture strategies; State-wide and industry direction for public access to government information; Principles of management including budget development and execution; Principles and practices of supervision, staff development, organization, administration and personnel management, and labor relations; Techniques of project management and coordination, budget estimation and preparation; Electronic security theory and principles; County direction, priorities, business plans and operational practices.
Ability to: Manage project teams: guide and facilitate a diverse cross-section of program management and technical professionals in the development of desired technology strategies; Select, train, supervise, develop and evaluate staff, including matching skills of staff to project needs; Balance competing demands and priorities for resources; Identify areas of research and opportunities for technological improvements; Exercise technical and managerial judgment in pursuing business opportunities, select technological directions, adopt negotiation processes, and manage service delivery expectations in an environment with rapid change and uncertainty; Communicate effectively, both orally and in writing, with both technical and non-technical audiences including: County & Agency executive management, department stakeholder groups, technology vendors/consultants, and other state agencies and local governments; Conceptualize and develop long-term strategies for IT architecture; Conduct strategic planning sessions; Work collaboratively to develop both individual objectives and county-wide policies.
