The Position

Turlock Irrigation District is currently looking for a qualified IT Network Engineer to become a valuable member of the IT Operations team. By joining our team, you will play a crucial role in designing, configuring, implementing, supporting and administering the District's IT Infrastructure.

The IT Network Engineering role will share responsibilities for the upkeep of multiple datacenters. Technologies in place include but not limited to: VMWare Hypervisors, Cisco UCS, Cisco Networking, SAN, Fiber channel, firewalls, security appliances, Microsoft Azure, Amazon Web Services, Oracle Database and products, Microsoft SQL, Windows and Linux Servers, Wireless Networking, and other IT solutions. Your efforts will contribute to maintaining security, performance, and the high availability of the IT Infrastructure to ensure the delivery of dependable water and electric services to the communities we serve.

JOB SUMMARY

Under general direction from the Information Technology (IT) Services Operations Manager, develop, enhance and support infrastructure and systems for IT Services customers. Guide the implementation and use of new and appropriate information technology in the most efficient and cost-effective manner.

Provide information systems technical support and training to IT staff and customers. Provide leadership and inter departmental communication during analysis and design phases. Review, analyze and provide recommendations for system integrations.

Install and develop system software. Troubleshoot and maintain network hardware and software. Provide network security analysis and design, system configuration and solution integration; assist with physical security measures as needed and ensure functional and/or technical integration with various District systems and business processes.

DISTINGUISHING CHARACTERISTICS

IT Network Engineer I is the entry-level class in the IT Network Engineer series. The IT Network Engineer I is assigned to work on projects under guidance of experienced IT Network Engineers.

Positions assigned to this class will usually perform daily system and security administration in addition to network administration. This position is not expected to function at the same skill level as senior positions and will usually exercise less independent direction and decision making.

IT Network Engineer II is the professional level class in the IT Network Engineer series. The IT Network Engineer II is expected to perform duties associated with all prior position levels as necessary.

Positions assigned to this classification are distinguished from the IT Network Engineer I by a proven track record of successfully completed projects that they have lead or provided a leadership role within their functional area. Positions assigned to this level are expected to mentor and train staff on basic server, networking and security concepts and relevant topics. In addition, positions assigned to this class have responsibility for hardware and software procurements and IT planning, development and design.

Database / Senior IT Network Engineer is the advanced professional class in the IT Network Engineer series. The Database / Senior IT Network Engineer is expected to perform duties associated with all prior position levels as necessary.

Positions assigned to this classification are distinguished from the IT Network Engineer II classification by the demonstrated performance of complex database administration and network and cyber security analysis and design. In addition, positions assigned to this class will have a proven track record of successfully completed projects in which they have demonstrated a significant leadership role. The individual will have a proved track record of mentoring and training staff in advanced server, networking and security concepts, in addition to other relevant topics. Also, in some cases, these individuals may assume a leadership role and direct the work of other IT staff.

Examples of Duties

DUTIES AND RESPONSIBILITIES

Provide strategic planning for District servers and network infrastructure which includes network topology (routers, firewalls, switches and VPN's), capacity planning, resource management and security measures.

Study existing operations using new and existing technology, and recommend and implement new processes to improve efficiency, enhance security or reduce and mitigate risks.

Facilitate the integration of different cyber systems into the District's existing environment. Work closely with staff, vendors and manufactures to solve technology integration issues.

Provide technical support by utilizing knowledge of existing technology to solve problems and support new projects.

Keep abreast of current trends in Server, Database, Network and Security concepts and technologies.

Monitor and fine tune server and network performance. Probe the network for new threats and risks and provide reporting, resolution and remediation steps to mitigate vulnerabilities on all District computing environments when requested.

Review and monitor various logs kept by computer and network access control systems to detect attempts at unauthorized use, update evidentiary records per procedures, informs and escalates matters for resolution as necessary to appropriate manager.

Demonstrate the ability to deploy, manage and maintain all network and security systems and their corresponding or associated software, including firewalls, intrusion detection systems, and anti-virus software as necessary.

Investigate internal and external IT security breaches or threats to the District or staff. Investigate internal and external misuse of District IT or cyber assets. If necessary, assist with investigations of illegal, civil and/or criminal actions on behalf of the District.

Provide input and recommendations to new physical and cyber security policies or revisions as needed.

Develop, implement, maintain, and oversee enforcement of policies, procedures and associated plans for network administration and user system access based on industry-standard best practices.

Participate in the planning, design and implementation of disaster recovery and/or emergency plans. Assist the Security and Emergency Preparedness Department as necessary.

Research, evaluate, test, recommend and install both network and cyber security applications and systems.

Comply with all District rules, regulations, policies and procedures.

Must satisfy any existing and future District security clearance or background check requirements.

Perform other related duties as required or assigned by supervisor.

All levels of the IT Network Engineer series are required to provide 24/7 support as assigned.

Typical Qualifications

QUALIFICATIONS

Any combination of experience and education that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be:

Education

Usually exhibited by a person with a Bachelor's Degree in computer informationsystems, computer science or related field is preferred for the IT Network Engineer I. A Bachelor's degree in computer information systems, computer science or related field is required for the IT Network Engineer II and Database / Senior IT Network Engineer levels.

Experience

IT Network Engineer I

None required. Relevant experience in system and network administration highly desirable.

IT Network Engineer II

Four (4) or more years of experience at the IT Network Engineer I level in areas relationed to systems, server, network, userand security administration in addition to project management. Individuals in the IT Network Engineer II level will have experience with systems analysis, systems integration, system performance and security monitoring in addition to staff mentoring and training.

Database / Senior IT Network Engineer

Six (6) or more years of experience at the IT Network Engineer level in relationship to systems, networking and securityadministration and/or database management, in addition to project management. Individualsinthe Database / Senior IT Network Engineer levelwill have experience with operations administration, security administration, policy development, strategic planning, systems analysis, systems integration, performance, monitoring, security log analysis, computer forensics and monitoring,database management and proven mentoring and junior staff development.

Technical and Analytical

Knowledge of systems analysis, programming and testing procedures utilizing District standard computing platforms; methods practices and principles involved in maintaining an effective hardware and software platform; work on multiple tasks concurrently; analyze and resolve IT Services system problems; and properly interpret various situations in accordance with existing laws, rules, regulations and policies.

Administration and Operations

Knowledge of operation and care of general-purpose computer equipment; and principles of project management. Ability to work in a rapidly changing work environment and to work well under pressure; maintain work quality while meeting reasonable deadlines; refine organizational skills and work independently; and direct the work of internal and external project team members as part of project management responsibility.

Supplemental Information

Necessary Special Requirements- (For All Levels)

Possession of an appropriate California driver's license.

Must file a Statement of Economic Interest in compliance with Governmental Code Section 8100.

Successful completion of an initial background investigation as well as additional periodic background investigations based on NERC-CIP or District requirements.

Sign & Acknowledge a Confidentiality Agreement.
