The City of Bessemer, Alabama is looking for a well-qualified, motivated Director of Information Technology (IT) to provide strategic planning and management of its Information Technology infrastructure including, but not limited to, network administration and security, application maintenance, database management, desktop support, server support, project management, continuing operations and outward facing programs in support of the City of Bessemer's mission and vision. The Director of Information Technology for the City of Bessemer is a department head position, reporting directly to the Mayor/Chief of Staff, and provides expert advice, strategic planning, and guidance to the Mayor and all city departments. This position receives broad, strategic guidelines and/or vision and is responsible for establishing strategic direction for the department and the overall city IT systems and infrastructure. The work of this position requires the identification and implementation of innovative solutions to complex and strategic operating issues and is reviewed for overall effectiveness against short and long-term goals and objectives for the city. The Director of Information Technology has regular and frequent communications at all organizational levels within and outside the organization for the purpose of carrying out or achieving the city's goals and objectives. Specifically, this position is responsible for providing and developing and executing long- and short-term strategic plans related to the City's information technology systems and services; developing and maintaining a clear and effective disaster recovery plan to ensure continuity of services; implementing and maintaining up-to-date city-wide policies related to the access, use, and security of IT systems and resources; managing subordinate staff; and developing and managing budget necessary to maintain effective and secure IT infrastructure, among other duties and responsibilities.

Minimum Qualifications:

  • Valid Driver's license.

  • Experience forecasting and managing the technology needs of an organization to support and maintain a reliable IT (e.g., enterprise level needs to include: server-based, cloud-based, and/or hybrid-based solutions).

  • Experience developing and presenting budget proposals in support of an IT department's technology needs (e.g., data storage, hardware and software upgrades and purchases, system maintenance contracts, telecom contracts, requests for proposals (RFPs), etc.).

  • Experience researching, developing, implementing, and enforcing an IT department's guidelines such as policies, procedures, service level agreements, and/or security measures (e.g., penetration tests, firewalls, etc.).

  • Experience supervising professional level employees (e.g., contracted IT employees and/or vendor personnel) including reviewing work, giving feedback and directing work activities.

Typical Job Duties:

  • Develops and executes long- and short-term strategic plans related to the City's information technology programs, systems, and services.

  • Works with City administration and serves as technical expert in the design and development of a clear and effective disaster recovery plan to ensure continuity of services in the event of potential natural or human-induced disaster.

  • Provides information and advice to the Mayor and City administration on strategic use of technology to accomplish City goals and objectives and manages the City's efforts to protect the confidentiality, integrity, and availability of City systems and data.

  • Develops, implements, and maintains up-to-date city-wide policies related to information technology system management, access, usage, and security.

  • Prepares, monitors, and administers departmental budget by forecasting information technology needs, obtaining needed quotes and expense projections, reviewing spending trends, consulting with critical stakeholders, and presenting appropriate rationale and supporting information for departmental fiscal needs.

  • Maintains inventory of internal technological supplies/equipment and assesses the need for and acquires additional supplies/equipment in accordance with appropriate purchasing and bid laws.

  • Troubleshoots network and systems issues by receiving information about the issue from staff and end users, investigates the source of the problem, diagnoses the causes and implements appropriate solutions.

  • Monitors, maintains, and upgrades networks, systems, and equipment in order to ensure effective, appropriate, and secure functioning of all organizational information systems and technology.

  • Oversees the development and implementation of specialized systems and networks designed to enhance organizational functioning and address operational needs by assessing current processes, identifying systems and applications appropriate to meet the needs, and conducting testing to ensure proper implementation and function.

  • Supervises staff by assigning and distributing work, training and directing staff in their job duties, monitoring progress of work, evaluating performance and providing feedback, and fostering a commitment to customer service, results orientation, teamwork and professional development.

  • Identifies and defines external information technology service and support needs and acquires such services by developing invitations to bid/requests for proposal with clear scope of services and vendor qualifications, evaluating submitted bids/proposals, and identifying vendors capable of providing needed services.

  • Negotiates with external vendors for information technology related equipment and services to ensure the best possible price and services and reviews resulting contracts for compliance with City needs and industry standards and best practices.

  • Oversees and manages work of external contractors related to information technology systems design, implementation, and support/maintenance to ensure timely and effective services.

  • Ensures staff and customers' questions, concerns, and needs for service and data/information are met by tracking and monitoring submitted requests and inquiries and the work and interactions of subordinate staff.

  • Engages in activities designed to ensure professional development, awareness of developments in the field of information technology, and knowledge of relevant best practices, laws, policies, and/or guidelines.

  • Produces reports, letters, and other types of written correspondence designed to document activities and efforts, share and communicate information, and provide instruction and/or guidance on organizational and departmental practices.

  • Identifies or assists in identifying City information technology training needs and develops and implements, through internal trainers or external contracts, employee training and testing in computer, telecommunication, and network services.

Work Environment:

Work is conducted almost exclusively indoors in an office setting. Work involves use of standard office equipment, such as computer, phone, copier, etc.

Physical Demands:

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.
