We have an exciting opportunity for an Information Technology Cross Program Integration Lead in support of multiple Integrated Defense Systems (IDS) programs, operating under a single Agile Product Line Organization. The successful candidate will be responsible for providing program leadership and management of the Information Technology needs across five (5) Seapower Radar Programs spanning multiple distributed sites. Responsibilities include ensuring proper execution of IT scope in accordance to performance standards; leveraging thought leadership, innovative solutions, and cost savings initiatives. The IT Cross Program Integration Lead will closely partner with the Product Line IT Service Manager, who is responsible for the strategic vision, innovation, modernization, and overall IT service delivery model.

In support of this strategy, the IT Cross Program Integration Lead will partner and collaborate with engineering and program management to capture functional requirements, translate requirements into program execution plans, and manage changes in scope and impact on these strategic efforts over the lifecycle of the program. They will exhibit an understanding of Agile Management Practices and will be responsible for leveraging the Product Backlog and Sprint Planning to maintain oversight and monitoring of schedules and performance of IT tasks.

The IT Cross Program Integration Lead will bring experience in Project Management, Earned Value Management System (EVMS) and Control Account Manager (CAM) methodologies, partnering closely with finance to maintain the cost allocation model, earned value reporting, and variance analysis. The candidate will work closely across multi-functional teams comprised of Engineering, Security, Finance, Contracts, Facilities, Integrated Supply Chain Management, and Program Management, and will be required to effectively communicate with and influence partners across multiple Functional Areas.

This candidate must have a current active Secret clearance to qualify, except in rare circumstances, only U.S. citizens are eligible for a security clearance.

Additional responsibilities include, but are not limited to the following:

  • Serves as an integral member of the IT Scrum Team, ensuring effective IT support of all Product Line programs from start-up to sustainment, in alignment with program cost and schedule performance goals.

  • Acts as the Scrum Master, reviewing daily tasking assigned by the Product Owner, updating and maintaining the Product Backlog accordingly.

  • Balances and de-conflicts competing program priorities utilizing project planning, team building, and recurring task management.

  • Meets regularly with program stakeholders to ensure appropriate operational support of the software development, software integration, and test infrastructure, to ensure continuous access of the IT environments.

  • Manages the daily execution of the contract's IT requirements in line with Service Level Agreements (SLAs).

  • Maintains close communication with program engineers to track incoming hardware requirements and understand dependencies on physical space, power, cooling, and data center support.

  • Fills the role as the Control Account Manager (CAM) for the IT budget including oversight and monitoring of cost, schedule, and performance of IT tasks. Partners with Finance to ensure alignment with the Product Line cost allocation model.

  • Formally identifies, assesses, monitors, and mitigates IT related risks and dependencies throughout the program lifecycle.

  • Maintains a program spend plan in order to track Capital and Expense budgetary spend year over year in relation to the Product Line Annual Operating Plan (AOP).

  • Supports relevant design discussions and facilitates the creation of documentation to include: design packages for Architecture Review Board (ARB) approval and Standard Operating Procedures (SOP).

  • Partners with Information Assurance (IA) and Security to track the status of infrastructure compliance as it relates to Defense Federal Acquisition Regulation Supplement (DFARS) and DAAPM Risk Management Framework (RMF) requirements.

Required Skills:

  • An active Secret Clearance issued by US Dept. of Defense.

  • 10+ years overall Information Technology, Software/Systems Engineering, and/or Project Management experience

  • Proven success working as a project lead within a cross program environment with a large multi-disciplined team.

  • Excellent communication skills (oral & written). Demonstrated ability to clearly articulate, balance and de-conflict multiple competing priorities in a complex and dynamic cross program environment.

  • Through strong organization, demonstrates solid problem solving skills in anticipating and analyzing needs as well as quickly identifying solutions.

  • Innovative and strategic approach to problem solving

  • Proactive and focused on execution, follow up and closure

  • Project Management skills such as performance tracking, Risk & Opportunity Management, Cost Account Management (CAM), and Earned Value Management System (EVMS) or similar budget tracking system.

  • Skilled in IT and Engineering requirements analysis, cost and schedule estimation and technical documentation related to the Statement of Work (SOW).

Desired Skills:

  • Working knowledge of Software Development, Systems Integration, and Test processes to support activities across the program life cycle.

  • Experience with the Integrated Product Development System (IPDS)

  • Effective presence and influential leadership capability with the ability to interact with senior levels of leadership including customer, Raytheon teammates, and suppliers.

  • Demonstrated experience in Business Case Analysis and Return on Investment (ROI)

  • Knowledgeable of Contracts, SOWs, BOEs, IT and Engineering (SW & Systems) Processes and Practices

  • An active Top Secret Clearance issued by US Dept. of Defense

  • Active Project Management Professional Certification or ability to maintain

Required Education:

BS/BA or advanced degree in MIS, Computer Science, Computer Engineering, Business, Finance or relevant discipline.
