As an Information Technology Contracts Specialist, you will support the Commissioner of Administration's statutory responsibilities with respect to the review and oversight of approximately $650 million in professional contracts and legal/policy compliance related to the procurement of professional/technical services and other contracts within the Office of State Procurement. This position is transactional in nature and does not contain a litigation component. Job duties include:
Lead and plan IT procurement related activities to ensure compliance with legal and policy requirements.
Review and approve documents to ensure compliance with legal and policy requirements, including solicitations, contracts, annual plans, amendments, certifications, and other documents.
Provide advice, analysis, expertise, information, technical assistance and support to state agencies and other stakeholders in all the areas involved in the P/T solicitation process as well as the creation, administration, management, interpretation and termination of legal and effective P/T contracts.
Coordinate, lead and support multiple government agency subgroups in the development of enterprise P/T contracts that sufficiently and efficiently serve the needs of the end-users while reducing redundancy.
Advise Office of State Procurement management on policies and procedures required to effectively maintain the standards set by the Legislature and Governor.
Three years of professional experience in procurement or a legal setting which includes a significant amount of time working with contracts. A J.D. degree from an accredited law school may substitute for two years of professional experience identified above.
In addition to the above, candidates must also have:
Legal skills sufficient to identify and appropriately resolve legal issues.
Ability to read and interpret state statutes and policies.
Superior and effective communication, both written and oral, with the ability to speak clearly and persuasively.
Ability to work independently and as a team.
Strong project management skills.
Basic skills related to common PC tools, i.e., word processing, databases, and spreadsheets.
J.D. from an accredited law school.
Extensive experience with contract drafting and interpretation.
Experience sufficient to appropriately and promptly interpret, apply, and communicate laws, rules, policies, techniques and procedures.
Ability to work in a demanding public environment, under tight deadlines, and function effectively in high pressure situations.
Public or private procurement experience.
