The Nebraska Department of Labor is seeking individuals with strong analytical and problem solving skills to serve as the Agency Information Security Officer. This position will perform business process analysis and design and provide system support for a significant component of a major long-term project or major business system process/application(s) by serving as a liaison between the business end users and applications developers.
May lead other information technology professional staff. Perform related work as assigned.
Salary range for this position is $24.710 - $36.381 per hour. Salary may be commensurate with applicant's education and experience, if approved.
Examples of Work
Responsible for ensuring the implementation, enhancement, monitoring, and enforcement of information security policies and standards. Coordinate and oversee security program activities and reporting processes in support of information security policies and other security initiatives, including audits of internal information security practices by external organizations.
Develop and maintain a system security plan in coordination with the State information security office. Monitor and maintain the agency security plan of action and milestones report. Responsible for investigating information security incidents.
In this role, the agency information security officer will follow agency procedures for referring the investigation to other investigatory entities including law enforcement. Responsible for creation and maintenance of cyber security or business training and support material. Provide training to end users.
Provide technical assistance on how to use automated applications. Serve as functional lead for Information Technology projects. Responsible for the whole of the business process/system component.
Lead system analysis and design; analyze business processes. Confer with end users to determine the business needs and requirements. Strategize with end users and application developers to find software application solutions to meet business needs.
Analyze business system operation solutions for feasibility. Communicate the status of information security risks and project status to management. Communicate with application developers the business requirements and coordinate the development of business process solutions.
Document business system operation/functions and proposed changes/modification. Document existing and proposed business processes, rules, policies, standards, and specifications. Agency liaison to IRS and SSA. Coordinate information gathering and audit response to issues/findings.
Qualifications / Requirements
REQUIREMENTS: Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications.
PREFERRED: Associates degree in Information Technology or related academic fields or three years' related work experience.
Candidates with experience enforcing compliance of IRS Publication 1075. Must have a valid driver's license or the ability to provide independent authorized transportation.
Knowledge, Skills and Abilities
Knowledge of: security controls as defined in NIST Special Publication 800-53; system design and analysis; needs assessment techniques; specification development and technical writing. Skills in: interpretation of cyber security policies; facilitation to solve problems; information gathering; preparing project/work plans and monitoring progress.
