The City of Torrance is seeking an experienced INFORMATION TECHNOLOGY ANALYST who wants to be part of the Torrance Police Department!

The Position

Under direction, Information Technology Analysts assist in the analysis of client requirements for new and existing systems, makes subsequent recommendations, and designs appropriate systems to improve automation of City processes and client productivity.

The Applications and Programming Unit supports multiple computer application subsystems including system analysis, computer program implementations, support and maintenance of subsystems, enhancement of ongoing systems, and development of computer logic flowcharts for analysis and integration into a computer program. As part of the Applications and Programming support team, the Information Technology Analyst (Applications and Programming) analyzes problems and prepares concept design specifications for existing system; trouble-shoots existing and new program applications. This individual researches, recommends, and implements application upgrades, enhancements, and required modifications to keep current and meet the end-user needs.

Although normal working hours are a 9/80 schedule with alternate Fridays off, this position must be available to work on various weekends and closed Fridays during computer "down" times. In addition, the Information Technology Analyst must be available to be on call.

Education and Experience

Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

An Associate's degree in Data Processing or Computer Sciences or a Certificate in Data Processing.

Three years of progressively responsible information technology experience consisting of systems design, program design, coding, testing, implementing and documenting business application systems currently in use by the City.

Ideal Candidate

In addition to the minimum requirements, the ideal candidate will have:

  • Experience with C#, Java scripts, Microsoft .Net Framework;

  • Experience  developing Web Application/Windows Application, MS access, and in Visual Studios;

  • Experience with MS SQL Database design, administration, SQL reports, SQL stored procedures, and SQL Queries;

  • Experience managing Microsoft Internet Information Services;

  • Experience with Red Hat Enterprise Linux, Bash Scripting, and Perl;

  • Experience with writing PowerShell Scripting in a Windows and Active Directory environment;

  • Strong analytical skills and problem solving abilities;

  • Willing to take on diverse IT responsibilities, prioritizing as needed to support various aspects of our technology infrastructure;

  • Ability to provide technical guidance and training to the Information Technology Specialists and other support staff; 

  • Ability to research and evaluate new technologies, and present recommendations; 

  • Ability to be self-directed and work independently without constant supervision; 

  • Excellent oral and written communications skills; 

  • A team-oriented attitude and the ability to work well with others;.

License and/or Certifications

Must possess and maintain an appropriate California driver's license.
