Costa Rican National or Resident in Costa Rica with Work Authorization
SECURITY CLEARANCE: Moderate Risk Public Trust (MPRT) Certification; this will be initiated upon successful DoS selection
PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for Four (4) follow-on Option Years.
LEVEL OF EFFORT: Hours for this full-time position will be the core hours of U.S. Embassy San Jose: Monday through Friday, 40 hours per week, 8 hours per day.
TRAVEL: Travel is anticipated and required for this position. Travel is required to locations throughout Costa Rica on a recurring basis.
The US Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), has program authority derived from the Foreign Assistance Act of 1961, as amended (FAA). Under the FAA, INL is responsible for providing assistance to host governments to develop and implement effective counter narcotics, anticrime, and border control programs.
The Information and Technology (IT) Advisor will report to Celestar. The IT Advisor works most closely with the US Embassy INL/Costa Rica Coordinator, INL Director, INL Contracting Officer (CO), and the Contracting Officer Representative (COR). The IT Advisor shall maintain open, timely, and effective communications with the INL/Costa Rica Coordinator and, as appropriate, with the INL/WHP Director and Deputy Director on issues falling under the scope of work, resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.
The IT Advisor will keep the INL Section informed of his/her activities through a Travel/Engagement Form and report on all travel activities in the Quarterly Report.
The IT Advisor will support the implementation of the United States Government and the Government of Costa Rica (GoCR) Bilateral Agreement and as defined in Letters of Agreement and Amendments. The IT Advisor will provide technical expertise, technical assistance, and training on behalf of INL in support of host-nation efforts to improve operational and managerial IT capability of the GoCR.
DUTIES AND RESPONSIBILITIES
Provide technical services for preventing and reducing interruptions of IT services.
Support approximately thirty (30) users at the INL Annex.
Assist in coordinating with the Embassy Information Management Office to provide INL contractor personnel with reliable telephone, cellular telephone, Blackberry, computer equipment, and internet services.
Assist in arranging for maintenance, updating, security, and reliability of INL-owned information systems not under Embassy IMO responsibility.
Assist INL Project Coordinators with IT-related procurement packages requests as required.
Remain current on new information technologies, hardware, software, upgrades, updates and compatibility issues and suggests applicable changes or modifications.
Brief INL on IT issues that can adversely affect INL organizational performance.
Assist in the coordination of IT development, implementation, execution and reporting with other GoCR entities, to include the INL advisors or contractors working on INL program in Costa Rica.
Assist INL in preparing and conducting IT needs assessments for GOCR serviced agencies, and assist in developing, implementing and monitoring IT strategy/action plans.
Provide recommendations and required documentation such as specifications, cost estimates, and market research concerning equipment and supplies needed to enhance to meet program objectives.
Costa Rican National or Resident in Costa Rica with work authorization
University Degree or equivalent in Telecommunications, Information Technology Management, Computer Science, or an IT Development Field.
Two (2) Years of IT/Helpdesk experience.
Two (2) Years of experience with Microsoft Sever and SQL applications.
One (1) Year of experience in IT Management.
A demonstrated proficiency in Microsoft Office, MS Project, and internally developed databases.
Demonstrated proficiency in Web development and integration.
Demonstrated proficiency in Microsoft Office Suite.
Superior interpersonal skills when working with senior level management.
Good English communication skills both oral and written
Demonstrated ability to work with limited supervision.
Advanced Professional Proficiency in the Spanish language, spoken and written
