Seattle City Light, a department of the City of Seattle, is one of the nation's largest municipally owned utilities in terms of the number of customers served. Over the years we have worked very hard to keep Seattle's electricity affordable, reliable, and environmentally sound. Today, City Light is a recognized national leader in energy efficiency and environmental stewardship.
We are looking for an Information Technology Advisor to support City Light. The City Light IT Advisor is responsible for working with City Light's organizational units to understand their needs and to ensure those needs are reflected in City Light's IT work plan and the Seattle Information Technology Department's (ITD) service level agreements. In this role, you will serve as a "trusted advisor," and lead prioritization of City Light IT projects based on organizational needs/ strategy/priorities and City Light's workload and budget planning.
This role will coordinate the activities of the City Light IT Planning Committee, Utility Advisory Board, and IT Executive Board, and partner with the Seattle Information Technology Department's Client Service Director for City Light, along with that Department's Executive Team, Advisory Boards and Committees. The role involves being a thought leader to align IT priorities with business strategies; establishing and maintaining a strategic relationship with appropriate level key stakeholders and Seattle IT; ensuring City Light business needs are conceptually addressed by appropriate technical solutions; representing City Light's business strategies and priorities to Seattle IT; and ensuring that IT solutions support the City's short-term and long-term business goals/strategy and align with City Light strategy.
As the CITA, you must be able to communicate clearly, negotiate, listen, mitigate conflict, build alliances, have an in-depth knowledge of Seattle City Light's business and Seattle IT services, and achieve desired results using strong interpersonal and diplomacy skills. Successful candidates will possess a strong understanding of City Light business functions, have the ability to demonstrate experience building trusted relationships with multiple roles, and be passionate about coaching and motivating others to work collaboratively.
This position will report to Seattle City Light's Chief Financial Officer.
Advise City Light Officers, Directors, Managers and individuals as well as the ITD Client Service Director on the nature and scope of program direction for significant programs, policies, and strategies as well as City Light IT issues.
Make IT-related policy recommendations to City Light Officers and Directors.
Communicate on a variety of significant issues related to City Light's priority programs and services, for the purpose of garnering support, shaping opinions, advocating controversial positions, and achieving important City Light objectives.
Actively provide leadership, focus and direction to cross-functional, departmental or jurisdictional teams to achieve important City Light objectives related to the City's priority programs and services.
Act as a technical expert for information technology to help Officers, Directors, Managers and individuals make decisions affecting City Light's highly visible or high impact services and/or programs.
Develop, in conjunction with City Light's IT Planning Committee, an annual and quarterly prioritized City Light IT work plan.
Understand and anticipate direction of City Light's business area(s)/unit(s), identify opportunities and makes recommendations to support desired future states.
Update City Light's functional IT road maps.
Ensure ITD updates a technical roadmap using City Light's functional IT roadmaps.
Work closely with ITD's Client Service Director for City Light to resolve City Light/ITD-related issues.
Communicate new and modified City Light IT policies, processes and standards that impact ITD to ITD's City Light Client Service Director.
Monitor the level of service provided to City Light, working with ITD's City Light Client Service Director on behalf of City Light to escalate and resolve issues.
Communicate with City Light leaders and other stakeholders to ensure awareness of ITD projects that impact City Light.
Work with stakeholders and technical resources to cultivate appropriate IT solutions required to meet business goals.
Act as an advocate for business needs and required results.
Identify and mitigate potential problems and conflicts with IT delivery.
Negotiate agreements and commitments by facilitating communication between City Light business stakeholders and ITD.
Report on IT initiatives that impact City Light to the City Light IT Executive Board.
Identify Information Technology and Operational Technology convergence opportunities.
NOTE: Equivalent combinations of education/experience/training will be considered for the required qualifications except where specifically noted.
Education: Bachelor's degree in Computer Science, Business Administration, or a closely related field.
10 years internal/external IT experience.
5+ years' experience successfully leading large, complex projects in business/IT consulting/management roles.
Demonstrated experience with in-depth knowledge of the electric utility business, business requirements and IT processes.
Proven in-depth proficiency in leadership, communication, and relationship-building skills.
Detailed knowledge of project management and business analysis.
5 years' experience working with large, distributed public utility management or operations, preferably in technology or information services disciplines.
Ability to build trust and engagement with executives, customers, peers and team.
Seizes opportunities to coach and mentor.
Ability to produce high quality deliverables while maintaining schedule commitments.
Experience in creating strong working relationships with business units, technology teams and stakeholders.
Strong oral and written communication skills in order to convey technical information to non-technical staff or customers, commitment to excellent customer service and outstanding customer relationship skills.
Proven ability to proactively solve problems and recommend solutions. Strong analytical and critical thinking skills. Process orientation with strong attention to detail.
High energy; able to deal with demanding pace and changing priorities and the ability to remain calm under pressure.
Ability to maintain confidentiality and a sense of humor, use good judgment and discretion, and interact with a diverse workforce within the City.
Experience with managed services contracts and Service Level Agreements.
Experience with vendor management, software selection, and technology project implementation.
Working knowledge of Oracle and Microsoft applications and systems.
Government/public sector experience.
