NATURE OF WORK: The Information Systems Specialist ensures regulatory compliance of Information Systems and Technologies in association with the Electronic Gaming and Management of those systems in accordance with the Indian Gaming Regulatory Act (IGRA), Tribal Regulations, and the Tribal/State Compact.

PRIMARY DUTIES AND RESPONSIBILITIES:

  • Serve as the Tribal Gaming Agency (TGA) point of contact for the Red Wind Casino's Tribal Lottery System (TLS), gaming vendors and the Washington State Gambling Commission.

  • Coordinate with gaming vendors on new gaming software and player terminals being shipped to the casino.

  • Provide the Washington State Gambling Commission (WSGC) notification of shipment to authorize shipping, verify encryption signatures upon receipt of software to ensure its validity.

  • Perform regular and periodic reviews and audits for performance, technical compliance, security, handling, storage, and safekeeping of gaming and information systems deployed by TGA such as TLS, gaming servers and storage units.

  • Investigate and report unusual occurrences/procedures to the TGA Director and Investigation Manager.

  • Provide access to and observe and report activity of Gaming Vendor employees performing administration of gaming systems located in the Video Gaming Control Center.

  • Validate TGA Tribal Lottery System Internal Controls and regulations in accordance with the Tribal-State Compact, Minimum Internal Controls, and other applicable regulations.

  • Coordinate with the IT Department to ensure agency technical and computer resources are running and available as needed.

  • Participate in special assignments such as audits and/or investigations.

  • Assist Surveillance Technicians in upkeep or replacement of technical IS equipment.

  • Perform other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of network infrastructure design and telecommunication systems.

  • Knowledge of and the ability to successfully troubleshoot network systems.

  • Knowledge of Microsoft Office Suite, servers and desktop operating systems.

  • Knowledge of surveillance systems installation and configuration.

  • Knowledge of gaming operations and slot math par sheets.

  • Knowledge of Tribal Lottery Systems operations.

  • Knowledge of current hardware and software technology utilized by the TGA.

  • Ability to troubleshoot, analyze problems, identify solutions, project consequences and implement recommendations.

  • Ability to install software applications and hardware devices.

  • Ability to understand and comprehend detailed instructions, and specialized materials and technical manuals.

  • Ability to learn new technologies and assimilate information quickly.

  • Ability to communicate effectively orally and in writing.

  • Ability to establish and maintain effective working relationships with others to achieve goals.

MINIMUM QUALIFICATIONS:

  • A Bachelor's Degree in Computer Science, Information Technology or a related field AND two years' experience analyzing, installing, and/or maintaining computer software applications, hardware, telecommunications or network infra-structure equipment OR a comparable amount of experience and/or education.

  • Must possess or have the ability to obtain a Nisqually Tribal Gaming License.

  • Must be able to tolerate working in a smoke filled environment.

  • Must have Washington State drivers licenses and be insurable under the Nisqually Indian Tribes insurance policy.

Washington Technology Solutions (WaTech) operates the state's core technology infrastructure, the central network and data center and supports enterprise applications. WaTech also houses the State Office of the Chief Information Officer and the Office of Cyber Security. Our customers include state agencies, county, city and tribal governments as well as nonprofits. We enable public agencies to better serve the people of Washington through technology. What would you be doing in this role? The Enhanced 911 Administrator supports the voice communication services for the State Wide Enterprise (State Agencies, Non-Profits, Cities, Schools, Counties). This position provides primary support for critical maintenance of E911 services statewide, Switched Long Distance services and lead support for the Telephony Systems Administration team. Voice services include Digital and VoIP PBX, Central Office, Call Management System, Voicemail and Switched Long Distance (SLD) Services. As the primary E911 Administrator, coordinates with TSD Local Telephone Services in the administration of E911 data. Works weekly with E911 service bureaus to ensure proper synchronization of data. Identifies and troubleshoots problems with E911 data and works with appropriate parties to resolve issues. Acts as primary E911 Subject Matter Expert (SME) for the organization-wide relational database known as Operational Support System (OSS), which serves as the primary system of records for the State's telephony network service and infrastructure. OSS integrates with the federally mandated E911 system, for the location and dispatch of critical life safety services for the State of Washington. This position ensures the precise physical location of over 5,100 county, city, tribal, state, and federal agency offices are entered consistently and reliably in OSS, so dispatched police, ambulance, and fire resources can respond to and arrive on the scene of an emergency without delay. This position is crucial in the design of the SLD Customer Portal that will allow customers to service their own SLD number inventory for long distance calling. Working with programmers and providing ongoing testing and expert level technical knowledge of the Mainframe Database that provides this service. Assists in implementing and training customers with instruction and guidance to enhance this option. This position is the lead for Switch Long Distance Services and ensuring vendor is billing correctly for Long Distance calls to a number of customers. This role requires in depth knowledge of the vendor's reports and the WaTech billing system to effectively monitor charges from the vendor. This position has a deep understanding of the multiple Voice Telephony Systems and Services that WaTech offers and the customers they support. This individual acts as a lead resource for the Telephony System Administration team providing daily guidance, training and troubleshooting assistance for services delivered on our Statewide Telecommunications Network. Here's what we are looking for: * Six (6) years of telephony experience on/with Telecommunications Infrastructure equipment including PBX Services (Digital/VoIP), Analog Centrex Central Office Services, Voicemail services by providing customer or technical support such as consulting, analyzing, programming, configuring and problem resolution. * Three (3) or more years of experience supporting a carrier class operational support system for a large enterprise or a telecommunications local or inter-exchange provider. * At least four (4) years of recent experience working with customers to configure and implement services unique to Avaya PBX,VoIP, Nortel PBX, analog Centrex Systems, and associated voicemail. * Three (3) or more years of experience with relational databases.
