The Maryland-National Capital Park and Planning Commission's, Department of Parks and Recreation, Public Affairs and Community Engagement Division (PACE) is seeking a highly skilled, motivated, and innovative Web Developer for pgparks.com. The idea candidate will be responsible for designing, coding, and modifying websites, from layout to function, according to specifications, including creating visually appealing sites that feature user-friendly design and clear navigation. This role involves understanding both graphic design and computer programming. Under direction, the successful candidate will contribute to the design, development, implementation, and maintenance of computer applications across various hardware and software platforms - including Geographic Information Systems (IS/GIS), Enterprise Account Management (EAM), Financial Systems, and Document Management.

The Web Developer will play a crucial role in enhancing our brand's online visibility, reputation, and engagement while aligning with our overall public relations goals. The Web Developer will independently perform various types of analyses and solve conventional, non-standard, and challenging problems. Interaction with individuals inside and outside the organization to exchange information, coordinate tasks, instruct, guide, advise, and obtain agreement will be essential. The incumbent is expected to keep the supervisor informed and seek assistance only for unusual matters. Work will be evaluated in terms of quality, quantity, timeliness, teamwork, customer service, and other factors.

Examples of Important Duties

KEY RESPONSIBILITIES:

  • Write well-designed, testable, and efficient code using best software development practices.

  • Create website layout and user interfaces by using standard HTML/CSS practices.

  • Integrate data from various back-end services and databases.

  • Gather and refine specifications and requirements based on technical needs.

  • Be responsible for maintaining, expanding, and scaling our site on Content Management Systems (CMS) platforms such as WordPress and Joomla.

  • Stay plugged into emerging technologies and industry trends and apply them to operations and activities.

  • Cooperate with graphic designers and web architects - when necessary - to match visual design intent.

  • Develop and validate test routines and schedules to ensure that test cases mimic external interfaces and address all browser and device types.

  • Proficient in project management tools, including Monday.com. Can efficiently coordinate tasks, track progress, collaborate with teams, manage timelines, assign tasks, provide updates, communicate, and generate reports.

  • Keep updated on the latest industry trends in the web technologies.

SKILLS:

  • Ability to create visually appealing and user-friendly interfaces using front-end frameworks and libraries. (Front-end Development)

  • Designing, developing, and administering databases using development software such as Visual Studio.

  • A solid understanding of server-side technologies such as Node.js, as well as proficiency in working with databases like MySQL or SQL Server. (Back-end development)

  • Proficiency in integrating websites with CMS platforms like WordPress, Drupal, or Joomla, including customization, theme development, plugin/module installation, and content management.

  • Providing support to users by monitoring and resolving problems and meeting requests for hardware and software upgrades and enhancements. Also, efficiently debugging issues and understanding algorithms and data structures.

  • Analyzing business processes and workflows to determine development requirements and creating comprehensive documentation.

  • Integrating various hardware and software platforms, products, and data sources to accomplish business processes.

  • Installing, testing, and evaluating new systems to ensure optimal performance.

  • Understanding browser compatibility and techniques to ensure consistent website performance across different browsers.

  • Be proficient in implementing ADA accessibility standards, encompassing semantic HTML, ARIA attributes, keyboard navigation, assistive technology compatibility, and conducting accessibility audits for remediation. - This one is key since the whole Commission is working toward making everything online and offline ADA-compliant

  • Proficient in project management tools such as Monday.com. Can efficiently coordinate tasks, track progress, collaborate with teams, manage timelines, assign tasks, provide updates, communicate, and generate reports.

QUALIFICATIONS

  • Proven working experience in web programming.

  • Top-notch programming skills and in-depth knowledge of modern HTML/CSS and javascript

  • Familiarity with at least one of the following programming languages: PHP, ASP.NET, vbnet • A solid understanding of how web applications work, including security, session management, and best development practices.

  • Adequate knowledge of relational database systems, Object-Oriented Programming, and web application development.

  • Hands-on experience with network diagnostics, network analytics tools such as Site Improve

  • Basic knowledge of the Search Engine Optimization process.

  • Aggressive problem diagnosis and creative problem-solving skills.

  • Strong organizational skills to juggle multiple tasks within the constraints of timelines and budgets with business acumen.

  • Ability to work and thrive in a fast-paced environment, learn rapidly, and master diverse web technologies and techniques.

  • BSc in computer science or a related field.

  • 5 years work-related experience required.

Minimum Qualifications

  • Bachelor's Degree in Information Systems, Computer Science, Geographic Information Systems or any related field.

  • Two (2) years of experience in applications support and development.

  • An equivalent combination of education and experience may be substituted, which together total six (6) years.

  • Depending upon area of assignment, a valid driver's license in accordance with both State and Commission rules and regulations. Driver's license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required by the position of assignment.
