Job Description

Huntington Ingalls is looking for a qualified individual to fill the role of Information System Security Engineer (ISSE) for the Navy Continuous Training Environment (NCTE). This person is responsible for the creation, consultation, and ongoing assessment and authorization (A&A) documentation in compliance with Federal Cybersecurity policies and guidelines including DoD 8500 and NIST 800-53 controls within the Risk Management Framework (RMF).

Essential Job Responsibilities

  • Compile, review and submit Authorization and Accreditation artifacts to the Security Control Assessor (SCA)

  • Coordinate with representatives of the Navy Authorizing Official (NAO).

  • Assist in managing the accreditation effort and contribute to teams of SME's responsible for writing system descriptions

  • Drafting system topologies and other A&A package artifacts

  • Support the Security Test and Evaluation (ST&E) of new systems and operational systems undergoing reaccreditation

  • Routinely create the documentation and practices of various engineering disciplines to develop deliverables for A&A packages. The engineer will create and update A&A deliverables with broad direction by leveraging available tools and resources.

  • Update and maintain information on: accreditation boundary diagrams, hardware and software assets, ports protocols and services, cross domain solutions and assets external to the network.

  • Perform assessment of DoDI 8500.2/NIST SP 800-53 r4 Information Assurance Controls and POA&M's indicating when open items will be addressed.

  • Remain up to date on the latest DISA STIGS (Security and Technical Implementation Guides), HBSS and ACAS practices.

Minimum Qualifications

  • 2 years relevant experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.

  • Must possess excellent oral and written communication skills.

  • Demonstrated knowledge of eMASS, NIST 800 series special publications, DISA STIG's and DoD instructions related to A&A

  • Knowledge of IP networking fundamentals including OSI model, frame and packet structure.

  • Knowledge of enterprise IT Services equipment (Clients/Servers), Virtual technologies, and C4I.

  • Ability to visualize overall view of systems and conceptualize and document technical solutions.

  • Professional knowledge of Microsoft Office products including Visio

  • Ability to visualize overall view of systems and conceptualize and document technical solutions.

  • Ability to apply security inputs to the design, development, documenting, testing, and fielding of networking capabilities, high availability, flexibility, and remote administration.

  • Security + Certification

  • Must be able to obtain and maintain a DoD Secret Clearance

  • 2 years relevant experience with Bachelors in related field; 1 years relevant experience with Masters in related field; 0 years' experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 3 years relevant experience.

Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Preferred Requirements

  • Project Management

o Knowledge of CMMI or other project/services methodologies for process development, improvement, and documentation

o Experience maintaining schedules, resource allocation, and task prioritization of A&A/information technology engineering projects and operations.

o Experience interfacing and presenting briefs to senior management, government, and military leadership.

o Experience writing technology briefs, processes, white papers, test plans, and presentations.

  • Professional and/or academic experience with 2 to 4 years of the following:

o Enterprise network service implementations and network architecture principles

o Network architecture and IP addressing

o Relevant tools, equipment, hardware, and software

o Strong interpersonal and team communication, presentation and interpersonal skills

o Experience with eMASS/XACTA

o Linux+/CCNA/MCSE

o CASP/CISSP/CISM Certification

o Highly Desirable: - Navy Qualified Validator

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
