Job Title: Information Governance Senior Administrator (WMS03)

Location: Olympia, WA / Remote - This position is primarily remote, however, in-person meetings a few times a month is required.

Salary:  $104,995 - $131,244 Annually

The Information Governance Senior Administrator independently manages, directs, and provides agencywide oversight of the Agency's information governance units and activities, which includes, public records, records systems and retention, and privacy concerns. This position administers and oversees the development and implementation of agency rules, policies, and practices. It serves as a subject matter expert on all information governance issues.

The Opportunity:

This position manages the Office of Information Governance (OIG). This position is responsible for overseeing the agencies' privacy, records and public disclosure programs including leading approximately 100 staff. They are responsible for leading and advising on multiple initiatives and represents the agency in work with executive leadership, staff at all levels in other parts of DCYF, and other state agencies including legal matters facing the agency in tort claims, lawsuits, privacy incidents and other related legal issues.

The work of this position is essential to ensure agency accountability and compliance with public records, retention, and privacy laws, as well as other applicable statures and agreements. They provide executive level advice and consultation to the DCYF Secretary, Chief of Staff, Director of Administrative Services, and other Assistant Secretaries and Directors, regarding privacy, records and public disclosure program laws and policies. This position-

  • Oversees the agency response to thousands of public records requests annually.

  • Provides advice and consultation regarding the agency sharing information with outside entities. Advises and consults with the Legal Office and Attorney General's Office in litigation strategy and settlement in Public Records Act litigation.

  • Verifies DCFY and its employees follow state and federal privacy and confidentiality legal requirements.

  • Coordinates with others who have a role in management of information governance and privacy matters including the Legal Officer, Risk Management Officer, Internal Control Officer, Privacy Officer, Information Security Officer, Data Governance Officer, and other program employees.

  • Identifies patterns of practice that are high risk areas for DCYF and makes recommendations regarding policy or training.

  • Has responsibility for the leadership, innovation, governance, and management necessary to identify, evaluate, mitigate, and monitor the organization's risk related to private and confidential information.

  • Ensures the organization's records and public disclosure policies and strategies follow applicable regulations and strategic imperatives of the organization.

  • Identifies internal and external needs and gaps in existing resources and procedures that require intervention of executive management through mitigation or correction.

  • Has independent and/or delegated authority to manage, plan, lead, organize, coordinate, and monitor specific plans, programs, or projects essential to carry out the goals of the agency.

Some of what you'll do:

Provide leadership in information governance.

  • Makes strategic decisions independently, provides expert-level technical assistance on state and federal records and public disclosure requirements and delivers confidential consultation to DCYF executive leadership, including the Deputy Secretary, and division directors, on critical, complex issues with significant statewide impact to policy, program, and operations.

  • Responsibility for providing an advanced level of expertise to agency leadership regarding records and public disclosure laws pertaining to the record keeping, retention, and sharing of information.

  • Develops and maintains effective working relationships with executives and staff at all levels in other parts of DCYF and other state agencies

Directs and manages the office of Information Governance.

  • Responsible for the team culture that engages staff to be innovative in program processes and build a culture that supports change.

  • Provide leadership to the OIG staff so that they can bring their best selves to work.

  • Responsible for the recruitment and retention of staff.

  • Provide managers, supervisors, and staff with the tools, training, and mentoring needed to be successful.

  • Provide feedback to staff so that they can meet expectations and can understand their role and how they individually contribute to the agency's overall success.

Required Qualifications:

  • A combination of eight (8) years of advanced professional experience that meets the competencies below AND three (3) years of progressively responsible supervision and directing the activities and performance of others.

OR

  • A Bachelor's degree, AND ten (7) years of professional experience in business, public administration, law, risk management, compliance, finance and accounting, or allied field and conducting research and analyzing policies, laws, rules, or regulations AND three (3) years of progressively responsible supervision and directing the activities and performance of others.

OR

  • A Master's degree or juris doctorate degree from accredited law school, AND five (5) years of in business, public administration, law, risk management, compliance, finance and accounting, or allied field and conducting research and analyzing policies, laws, rules, or regulations AND three (3) years of progressively responsible supervision and directing the activities and performance of others

Required Competencies:

  • Demonstrated knowledge of Washington State's legislative process along with state and federal privacy laws.

  • Demonstrated knowledge and experience of Washington statutory and administrative law, personnel and administrative policies as they apply to investigation, adjudication and resolution of all tort claims and lawsuits related to privacy.

  • Demonstrated knowledge and understanding of federal and state statutes and best practice standards applicable to child protection and welfare programs, including but not limited to HIPAA.

  • Demonstrated knowledge and understanding of federal and state statutes related to public disclosure and discovery of child welfare and licensing information.

  • Proven expertise in the Public Records Act, along with its privacy requirements, principles and processes.

  • Demonstrated knowledge and experience complying with federal and state laws and requirements on administrative reviews, privacy, and confidentiality.

  • Ability to work with a diverse group of staff from all levels of the organization.

  • Manage multiple-independent projects simultaneously; set, adjust, and meet deadlines and exercise independent judgment.

  • A professional understanding of Information Technology and communication systems and how they interact with Information Governance.

  • Working with agency leadership, business unit managers and staff to document privacy and confidentiality activities and the application of law to resolve challenges.

  • Knowledge of data sharing principles and business associate agreement requirements.

  • Skill in reaching reasoned decisions after investigation and analysis in complex areas involving privacy complaints and public records requests as well as acting quickly in emergent situations.

  • Proficiently translating complex information issues into readily understood concepts for staff, management, and the public.

Preferred/Desired Qualifications:

  • Active membership in the Washington State Bar Association or any other State's Bar Association.

  • Any of the following certifications:

  • Certified in Healthcare Privacy and Security (CHPS)

  • Registered Health Information Administrator (RHIA)

  • Certified Information Privacy Professional (CIPP)

  • Experience in facilitating workshops and groups of people that have diverse backgrounds and needs, and in subject areas that may be unfamiliar.

  • Ability to synthesize complex information using effective communication tools and strong technical, written, visualization and conceptualization skills with attention to detail and consistency.

  • Ability to be flexible and adaptable to different surroundings.

  • Knowledge of DCYF programs and services.
