Job Duties

This posting is open to current employees of the Virginia Employment Commission. Contract employees are ineligible.

Provides customers with information concerning available methods of disclosure and access to confidential unemployment compensation (UC) information. Establishes, monitors, renews and extends data sharing agreements that stipulate terms and conditions regarding the disclosure and security requirements of that information in accordance with customers' needs and state and federal requirements.

Based on agreement type, determines costs of disclosures; creates and distributes invoices; receives, processes and forwards payments to Cashiers; monitors payments; and works with Accounts Receivable staff to address outstanding payments. Enables and disables access of online and File Transfer Protocol (FTP) customers by entering or removing logon identifications, entering data in the server, creating temporary passwords, and creating accounts in the EIA system. Conducts on-site reviews to ensure compliance with data sharing agreement. Responds to inquiries, Freedom of Information Act requests, subpoenas, and represents the agency in court proceedings as needed.

Minimum Qualifications

Knowledge of industry standards for secure data management, File Transfer Protocol (FTP) method of exchanging confidential information, and research methodology.

Strong writing, verbal, analytical, problem resolution, customer service, record-keeping, and computer skills (e.g. Microsoft Word, Excel and Access, email, and Internet research methods).

Ability to interpret and apply relevant regulations, laws and procedures; maintain effective relationships with VEC staff and customers; prepare formal agreements and invoices, track payments, and collect outstanding debts; conduct interviews, document findings, recommend corrective action, and verbally present conclusions.

Must possess and maintain a valid Driver's license as monthly statewide travel is required.

Additional Considerations

Knowledge of and experience working with the Unemployment Compensation Act, the Virginia Freedom of Information Act, Virginia Government Data Collection & Dissemination Practices Act and Title 20, Code of Federal Regulations, Part 603.
