The Customer Energy Solutions (CES) Division is seeking an Information Analyst to assist the division with document/record/information management and database administration. This position will primarily work to provide the Division with support for document management and set standards for database controls. This position will report to the Planning and Development Supervisor in the Agreement and Rebate Processing group. This is a new position in this Unit and was created to perform new duties associated with the administration of the division's new Demand Side Management (DSM) Tracking System, reporting, and content management.
Design, implement, and administer document/record/information management systems for the CES Division. Establish and manage systems, programs, workflows, and procedures that allow users to capture, organize, store, share, retrieve, and purge electronic records and paper documents.
Establish a governance structure and protocols for electronic storage of documents, including security level, function, and purpose. Prepare and provide detailed instructions and training to staff for standardized content management. Provide support with document auditing, cleanup, records retention, and retrieval.
Maintain documents/records, including customer contracts and rebate records, in accordance with applicable laws, regulations, and City of Seattle policies.
Assist in the development and implementation of the division's Demand Side Management (DSM) Tracking and Reporting System. Responsible for database administration and data integrity.
Support the division, including the Lighting Design Lab, with maintaining contractor lists and data for outreach functionality within the DSM system.
Provide technical support for the DSM Tracking and Reporting System and other technical tools. Create work instructions, checklists, hands-on trainings, and other technical references for the division. Analyze and evaluate the effectiveness of operating procedures.
Assist in the implementation of a new project management dashboards and tools to track and report energy savings, forecasting, and scheduling. Create annual/monthly energy savings and budget commitment reports rolled up at a measure, program, sector, customer, contractor, or Org Unit perspective
Position will work as a supporting database administrator and will serve as the database resource within the contracting team. Investigates and resolves performance issues with database procedures, functions, and views. Communicates with field staff to resolve any data irregularities and ensure correct customer/project information.
Provide records and prepare reports for regulatory agencies, division metrics, contract milestone reports, and project information. Supply ad-hoc reporting as needed with clear graphs and charts.
Support the Agreements and Rebates Processing unit with complex, specialty, and/or unique contracts such as whole building projects, or those projects spanning multiple years. Support the supervisor to review the contracts prepared for these specialized projects.

Requires two years in systems, operational, procedures, research or analysis and a Bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training and/or experience that provides an equivalent background required to performs he work of the class).
Experience in digital asset management, standardizing metadata, indexing, integration, visioning, and storage for all types of documents.
Developed in document and content classification taxonomies to facilitate information capture, search, and retrieval.
Experience in records management for audit purposes and effectively managed a high volume of projects.
Experience managing high transactional database systems and/or relational databases.
Excellent troubleshooting and problem-solving abilities for technical solutions.
Ability to create workflows and work instructions using technical solutions such as Visio.
Demonstrated ability to manage multiple competing priorities simultaneously and participate in continuous improvement processes that enhance procedures/processes to ensure system efficiency
Ability to work independently to analyze and provide recommendations to management/team.
Must understand the basic tenets of relational database technology and document storage.
Strong written, oral, presentation, and interpersonal communication skills with the ability to effectively communicate with a team.
Proficiency working with Windows-based software including Microsoft Office Suite (Outlook, Word, Excel, etc.)
