Administrative Innovation and Technology (Admin IT) is part of the Finance, Operations and Administration organization and manages a diverse end to end portfolio of technology and provides continuous improvement services essential to the entire UC Davis campus including UC Davis Health System.

This position is part of the Admin IT Applications and Integrations unit, which is responsible for the development or procurement, implementation and maintenance of a variety of specialized business applications within the Admin IT portfolio. The portfolio includes a number of enterprise-level applications such as the Kuali Financial System, FIS Decision Support, SciQuest (AggieBuy), Travel & Entertainment Expense Reporting (AggieTravel), Work Order Management (AggieFacilities), Controlled Substances Management, Campus Events Management System (CEMS), Davis/Berkeley Shuttle, and the Campus Map. This position will draw from an understanding of project management principles and manage projects of diverse scope, size, impact, and complexity to meet critical, business mission objectives. Supports and integrates a wide variety of vendor-supplied, custom-built and other specialty software, hardware and reporting systems.

Job Summary

Under the general direction of Administrative Innovation and Technology (Admin IT) Application Development Manager, this position will act as project manager and systems analyst responsible for implementing a variety of strategic initiatives and services in support of the needs of Finance, Operations, and Administration (FOA) business partners. The position works with business partners, cross-technical teams, and subject matter experts throughout the systems lifecycle from requirements gathering, analysis, design, configuration and test, through deployment and support of various system applications to meet project goals, objectives, and deadlines. This is not an H1-B opportunity.

AdminIT is a hybrid work environment with staff coming into the office 1-2 days/week. Exceptionally qualified applicants who wish to work remotely will be considered.

PHYSICAL DEMANDS

  • Work on a personal computer for extended periods of time.

WORK ENVIRONMENT

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • A solid IT background including a Bachelor's degree in Computer Science or related discipline or equivalent combination of training and experience.

  • Experience using PMI approach and application in industry to manage complex software implementation projects with broad impact to the institution. Skills to manage project progress within time and budget constraints, gathering and evaluating client requirements, creating technical designs and documentation, and performing development / testing activities.

  • Experience in eliciting, documenting user requirements, and creating business requirements documents. Includes learning unfamiliar processes, extrapolating business functions and objectives to technical solutions and translating manual operations to automated processes.

  • Experience in systems analysis and learning unfamiliar processes, translating knowledge into new contexts, interpreting facts, predicting consequences, using methods in new situations, solving problems, classifying and organizing data, deconstructing components, combining and relating knowledge from several areas, drawing conclusions, comparing and discriminating between ideas and verifying the value of evidence.

  • Experience working in an environment that requires regular communication using strong interpersonal skills, with excellent written and oral communication skills, to create and maintain collaborative working relationships with senior administrators and a diverse range of campus constituents about service expectations and quality. Experience working on multiple unrelated projects with parallel deadlines, set priorities according to management's expectations, prioritize workload and follow tasks to completion thoroughly, accurately and within specified deadlines. Experience with ServiceNow, Jira or similar change control tracking system.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Knowledge of recent JavaScript technologies such as ES6/7, Node.JS, React/Angular, Mongoose, Babel, Express, Gulp/Webpack.

  • Knowledge of queries and stored procedures for Relational (SQL) and NoSQL databases, particularly Oracle and MongoDB, and use of proper database modeling principles, including referential integrity and performance tuning.

  • Knowledge of implementing web based security using SSL, Kerberos, CAS, and encryption techniques and integrating web sites with campus middleware services: CAS, Shibboleth, and LDAP.

  • Knowledge of software development life cycles and using source code management tools such as Atlassian JIRA, Atlassian Confluence, Git, and Atlassian Bitbucket.

PREFERRED QUALIFICATIONS

Preferred License/Certification:

  • Relevant certifications related to Information Technology, Project Management and Systems Analysis.

Preferred Education/Experience:

  • Programming experience in JavaScript, XML, HTML, and data architecture (DBMS).

  • Experience with tools for validating HTML/XHTML, CSS and Web Accessibility.

  • Experience with automated testing tools to generate robust and reusable test scripts.

  • Knowledge and experience working with computer systems, user-interface standards, database management systems, database query tools, programming languages, program and process modeling, and testing strategies.

Preferred Knowledge, Skills, and Abilities (KSA):

  • Strong knowledge of Project Lifecycle and Software Delivery Lifecycle processes leading small to large size initiatives for both COTS and in-house systems.

  • Knowledge of the technologies used to support computing and security of data in information systems at a University or similar environment.

  • Knowledge of development best practices and Software Development methodologies.
