The Deputy Chief of Naval Operations Information Warfare, Assured Command and Control Directorate (N2N6F1) is responsible for the oversight, resource sponsorship, spectrum management, and the cybersecurity of Navy tactical, operational, and enterprise communications, networks, and command and control systems.

JOB DESCRIPTION AND RESPONSIBILITIES:

Provide support services to assist in Navy initiatives by reviewing processes, organizational structures, and ongoing efficiency efforts at the corporate, individual command and activity levels. The services are for strategic and operational level support services for liaison with commands, activities, units, and organizations, to include other Services, DOD, and international partners and Allies. Specific functions:

  • Support the Requirements Officers (ROs) for the Information Systems Security Program (ISSP) in executing OPNAV N2N6 policy direction for control, administration, and management of the ISSP and related initiatives, to include liaison with other Services, Joint Staff and other organizations.

  • Support the Navy's resource and requirements sponsor for Information Systems Security Program (ISSP) which consists of sub-programs: Cryptographic Equipment, Key Management, Secure Voice, Biometrics, Public Key Infrastructure (PKI), IA Readiness, IA Architecture and Engineering, any future Communications Security (COMSEC) Program.

  • Support Requirements Officers in the validation and authorization for USN, USMC, and USCG units to receive Crypto equipment.

  • Support Requirements Officers on Communications Security (COMSEC) matters, to include coordinating information assurance efforts/initiatives with appropriate DOD and Service-level committees/panels/working groups, and evaluating technologies from Service laboratories, DOD agencies, government initiatives and commercial industry for satisfying capability related gaps.

  • Assist in drafting information assurance capabilities documents, reviewing, commenting, and staffing Joint Capabilities Integration and Development System (JCIDS) requirements documents related to information assurance in Navy and Joint forces.

REQUIRED SKILLS AND QUALIFICATIONS:

Security Clearance: Top Secret/SCI

  • TOP SECRET clearance with SCI eligibility

  • Minimum Experience: 10 years of experience (at least five years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.

  • Ability to manage diverse taskings.

  • Familiarity with DoD and Navy information assurance, information security, and cybersecurity requirements, policies, and processes.

  • Familiarity with DoD PPBE/POM planning and execution.

  • Proficiency with Microsoft Office products including Outlook, Word, PowerPoint, and Excel.

DESIRED SKILLS AND QUALIFICATIONS:

  • Support staff experience at Joint Staff, OPNAV, HQMC, Army, Air Force, SPAWAR or Program Executive Offices (PEOs)/Program Offices directly supporting IA and cyber programs.

  • Experience includes regular interactions with staff and senior leadership internal and external to affiliated organization.

  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts.

VIEW JOBS 7/11/2019 12:00:00 AM 2019-10-09T00:00 JOB TITLE: Test and Evaluation (T&E) Program Analyst OPNAV N96 PROJECT OVERVIEW: OPNAV N96 is the requirements sponsor for all Surface Warfare programs and is responsible for determining surface combatant force levels, shipboard and related support requirements, and major characteristics of programs involving weapon systems, cruisers, destroyers, frigates, and littoral combat ships. JOB DESCRIPTION AND RESPONSIBILITIES: Provide on-site support, strategic analysis, and well-integrated/coordinated program management support for Test and Evaluation (T&E) of Navy surface ships, sensors and weapons systems. Specific tasks: * Participate in Test Readiness Reviews and Data Analysis Working Groups to support Test and Evaluation as required. * Provide analytical support to various levels of stakeholders leadership on development and defense of proposals for DoN, SECDEF, and congressional priorities. Including but not limited to allocation of Fiscal Year (FY)/Future Years Defense Plan (FYDP) funding resources to achieve objectives of programs/projects in accordance with policies and constraints. Provide consultation to Branch Head, N96, as required, and other stakeholder organizations on impact and risks for program/system changes on resource plans and requirements. * Prepare briefs, outlines, draft reports and publications and documentation to support Flag level technical and financial briefings/meetings and major milestone decisions (e.g. Quick Reaction Combat Capability (QRCC), Test and Evaluation Management Plan (TEMP)). * Assist in the development of proposals for POM budget cycles. Identify, integrate and coordinate emerging and/or derived requirements into the POM cycle. * Participate in Government/Industry/Academia meetings as well as other interagency government meetings as required. * Provide background for responses to Congressional, DoD, other Government agency or industry inquiries to include researching policy/procedures and providing back up analysis. * Monitor programs and projects to measure progress towards reaching objectives in ineffective and economical manner. * Maintain daily liaison with OPNAV N96s Division and Branch chain of command and Senior Leadership. * Maintain a strong relationship and open communication with Program Offices and related government activities and industries under contract to the Program Offices. REQUIRED SKILLS AND QUALIFICATIONS: Security Clearance: Secret * Seven (7) years of general experience in program analysis, support and management; at least five (5) years must be in Navy surface ship combat systems programs. * Ability to produce briefing slides, metric charts, program schedules, and organizational charts. * Proficient in MS Office including Word, PowerPoint, Excel, and Adobe Acrobat.
