General Definition of Work

The City of Jacksonville is a public utility that provides water and wastewater service to customers in the City.Inflow and infiltration (I/I) is a term used to describe when clean water, like stormwater and groundwater, enters wastewater collection systems. We are seeking an Infiltration and Inflow Technician Traineewho will assist in ensuring that the City of Jacksonville's water sanitary sewer collection systems are properly maintained and operational. The individual will perform basic technical work in the inspection of wastewater collection system for infiltration and inflow; does related work as required. Work is performed under the general supervision of the Utilities Maintenance Supervisor.

Essential Functions/Typical Tasks

Assisting with inspecting sanitary sewer systems to determine sources of infiltration and inflow; assisting with repairs; assisting with construction inspection; preparing and maintaining files and records.(These are intended only as illustrations of the various types of work performed.   • Installs and monitors flow meters in sanitary sewers.

  • Customizes flow monitoring computer programs and analyzes/interprets flow meter information.

  • Operates video and smoke testing equipment to survey lines for infiltration and inflow problems.

  • Inspects manholes and appurtenances for similar problems.

  • Assists with the development of sewer preventive maintenance program.

  • Dye tests sewer system to determine direction of flow outfall and identify illicit connections.

  • Assists with construction inspection on sewer lines.

  • Inspects for unrecorded service connections.

  • Conducts comprehensive field survey and inspection of wastewater collection system.

  • Keeps records of I & I inspections conducted and actions taken.

  • Performs related tasks as required.

Required Education and Experience

Any combination of education and experience equivalent to graduation from high school and 1 to 2 years experience in the construction of piping systems.

Possession of an appropriate driver's license valid in the State of North Carolina.

Ability to obtain the following:

Grade I Wastewater collections certification

PACP Pipeline Assessment Certification

Trenching and Shoring Certification

OSHA certification as Competent Person (within 24 months of hire)

Knowledge, Skills and Abilities

Basic knowledge of water and sewer operations and infiltration and inflow prevention techniques; basic knowledge of OSHA requirements for confined space entry; basic knowledge of building code regulations; basic knowledge of construction plans, drawings and diagrams; skilled in construction, plumbing, and basic electrical techniques and practices; skilled in operating computers, applications, software, and mobile devices; ability to keep records and prepare reports; ability to maintain cooperative and effective relationships with industrial, commercial and residential consumers and the general public.
