  • Must be aware of the contract requirements and regulatory standards related to the supplies or services being acquired.

  • Performs contract review to identify contractual technical requirements and develop required tasks for the execution of the surveillance plans.

  • Supports the contracting officer in establishing a complete, fully-defined schedule of events or performance criterion that are achievable/measureable/verifiable and are commensurate with the payment distribution.

  • Makes recommendations for corrective actions based on the application of practical knowledge.

QUALIFICATIONS: In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

GS-09: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-07. Specialized experience is defined as: Assist in the analysis of processes being performed in manufacturing or production facilities. Review and analyze data being used for risk assessments and process reviews. Performance of duties reviewing and performing an analysis of various schedules and/or plans. Review manufacturing or production processes and provide input for inclusion into reports.

GS-11: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level GS-09. Specialized experience is defined as: Perform contract analysis of processes being performed at off-site manufacturing or production facilities. Analyze data and provide risk assessments and process reviews. Review manufacturing processes and solve problems regarding contract delivery issues. Prepare reports and brief management officials on manufacturing or production data. Experience monitoring delivery performance and production management systems.

Education can be substituted for experience.

VIEW JOBS 12/3/2018 12:00:00 AM 2019-03-03T00:00 Job Purpose: The General Clerk II is responsible to provide effective customer service and achieve customer satisfaction by delivering military Human Resources (HR) services in a professional, courteous, and timely manner for our Military Personnel Support Services Contract with Joint Base Langley-Eustis and Joint Expeditionary Base-Fort Story located in Newport News, Virginia. Essential Duties: * This position will be responsible to cross train in all other areas under the contract to act as a back-up supporting staffing shortages or special projects. * Conducting effective briefings on basic HR topics, accessing basic HR automated systems, reviewing documents for completeness and accuracy, identifying and resolving discrepancies, and providing timely and courteous customer service. * Effectively handle routine customer inquiries via telephone and email, refer customers to the appropriate work center, coordinate with supported unit administrative personnel, conduct Soldier interviews, in-process and out-process Soldiers using a standard checklist, access standard automated systems such as eMILPO, TOPMIS II, iPERMS, EDAS, INPROC/OUTPROC, TRANSPROC III, update emergency casualty documents and enlisted/officer data elements, scan and transmit document images for electronic filing, perform DEERS administration and issuance. * Performs as an effective HR specialist within the confines of military HR work centers that include Confidential Personnel Records, Information Systems and Automation Support, In & Out Processing, DEERS/Identification Card Management, Soldier Readiness Processing, Soldier Actions, Promotion Processing, Reassignment Processing, Trainee/Student Personnel Actions, Casualty and Line of Duty Management, Strength Management, Administrative Services (including Official Mail and Distribution), Transition Processing, Retirement Services. * Follows clearly detailed procedures in performing simple, repetitive tasks in a sequential manner. Additional Duties and Responsibilities: •Collects workload and performance information using established quality control metrics within the HR work center. Review all documents for completeness and accuracy, identifying and resolving discrepancies, and providing timely and courteous customer service. Screen reassignment rosters and processes military personnel for reassignment. * Prepare separation documentation, handles official mail, and maintains local administrative files. Education, Experience, Certifications and Licensures: • Must have 1-2 years of experience in Military Human Resources services and Office Administration. * A high school diploma is required or equivalent. * Must successfully pass all pre employment background screening requirements to include pre employment drug screening. * Must be able to pass and obtain a government DOD personnel security clearance. Knowledge, Skills and Abilities: • Possess proficiency and knowledge across a variety of military human resources (HR) functional areas. * Must have basic knowledge and experience with the HIPAA Law Requirements. * Must possess basic knowledge of related HQDA governing directives, HR personnel policies, and installation-level operating procedures. * Must possess effective customer service skills; ability to participate in and respond effectively to sensitive inquiries, negotiations, complaints, and team activities. * Must have experience with any Human Resources Information Systems HRIS. * Must have effective organizational skills, administration, attention to detail and communication skills both verbal and written. * Knowledge of eMILPO, iPERMS, EDAS, ATRRS and/or DEERS is a plus. * Requires personal computer (PC) knowledge leading to proficiency in various software and/or spreadsheet operations. * Must be familiar with MS Office (Word, Excel and Access). * Ability to type 40 words per minute desirable. * Must be customer service oriented. * Must have knowledge of military related abbreviations and acronyms. * Must be able to organize/monitor/distribute information to the customer independently. * Must have the ability to speak before large groups of customers.
