Overview:

HHS, Family Well-Being Child Protection Division, is seeking an IV-E Eligibility Specialist (Income Maintenance Worker 2) to manage a case load out of the assigned office. The assigned office will be based in Waterloo. This vital frontline position requires multi-tasking and the ability to gather physical and documentary evidence and analyze information with accuracy and efficiency to assist in protecting the most vulnerable Iowans.

Summary:

This is a full-time opportunity, Monday

  • Friday with typical hours being from 8:00 AM- 4:30 PM with overtime as needed.   This position primarily will work from home but is expected to be in the assigned office at least 1 day per week to manage paperwork/filing or as requested. Compensation is commensurate with experience and education.

This position is primarily responsible for processing initial and ongoing IV-E and Medicaid eligibility determinations for children in the Foster Care and Subsidized Adoption programs.

The IV-E eligibility determination requires knowledge of complex policy specific to that program in addition to that for relevant Medicaid coverage groups.  Interpretation of judicial findings in court orders is a significant task in this process.

Significant travel to all areas of the state is involved as IV-E Unit staff provide coverage for each other when the need arises, in addition to the need to attend unit meetings in Des Moines.  The supervisor travels frequently, so the tasks required of this position involve working independently without regular onsite supervision.

IV-E eligibility determinations are subject to federal on-site audits every three years and internal Quality Assurance is completed regularly.  Both federal audits and internal QA have a strict accuracy standard of 95%.  It is critical that the work is done within timeliness standards of 94% processing in 30 days.  Due to financial impacts, the timeliness standards are strictly monitored.

Caseloads consist of several counties and communication with SW staff and outsides agencies is frequently needed to obtain adequate information to complete eligibility determinations and reviews.

  • Analyze and interpret complex policies and procedures per state and federal regulations.

  • Effectively interview customers to obtain necessary information.

  • Collect and analyze information from customers and 3rd parties to calculate and determine eligibility.

  • Communicate effectively both in person and via phone.

  • Meet daily and monthly processing timeframes.

  • Prepare written documents and could clearly present, both in writing and orally.

  • Effectively manage an individual workload while working with others.

  • Maintain high attendance.

  • Demonstrate excellent organizational skills.

  • Comply with all State of Iowa regulations and DHS Employee Handbook work rules.

The ideal candidate will have:

  • Strong observational and analytical skills, as well the ability to respectfully engage families as partners in planning for safety and establish a working relationship with families.

  • Excellent judgment and communication skills and the ability to provide good written documentation in a timely manner.

  • The ability to develop case plans, use critical thinking skills, prioritize work and work under pressure.

  • The ability to use independent judgement to make sound decisions, demonstrate integrity and confidentiality and a strong work ethic.

Sixty semester hours (or equivalent academic units) from an accredited college or university;
