Job Purpose

Responsible for supporting the start-up phase of the Illinois Vehicle Emissions Inspection Program.

Duties & Responsibilities

  • Acts as liaison to Finance to ensure project remains within Operational and Capital expense budgets.

  • Ensures that implementation activities remain in compliance with company policies and standards.

  • Serves on the Steering Committee for implementation, as needed.

  • Support the transition from start-up to operations phase of the Illinois Program

  • Serves as a contact for the Illinois Environmental Protection Agency

  • Read and understand state contract and formulate a plan to fill all required needs.

  • Work closely with project managers to identify potential issues and risks.

  • Collaborate with customer and operations leadership to ensure all processes are adhered to throughout the implementation process.

  • Plan, lead, organize and control multiple project initiatives in accordance with approved scope and schedule.

  • Ensure smooth transition to operations post go-live and ramp-up.

  • Effectively lead multiple concurrent development and support projects that require customer interface, requirements gathering, functional specification writing, resource estimates, schedule development, budget development, development team meetings, progress monitoring, progress reporting, product release.

  • Manage customer input for projects as assigned, including all customer feedback, tracking and resolution.

  • Develops and executes a strategy to manage centralized and decentralized inspection facilities as needed.

  • Full budgetary responsibility, accountable for the delivery of the project on time and within budget

  • Manage the development of all emissions inspection facilities including the construction/buildout of new sites, installation of all inspection equipment, the design and development of the Vehicle Information Database (VID), recruiting, hiring, and training of new employees, the implementation and acceptance testing of all inspection systems and processes.

  • Responsible for recordkeeping of daily activities leading to operations turnover, including leading periodic internal and external project review meetings and the production of progress reports.

  • Proactively communicates with IEPA representatives and ensuring the client's and customers' complete satisfaction.

  • Accountable for working with a team of partners such as architects, general contractors, engineers, and vendors to understand and deliver solutions to satisfy business and technical solutions.

  • Assist in developing project plans, defining roles and responsibilities and the scope of work for each project with input from project leaders and functional groups.

  • Schedule the project in logical steps and budget time required to meet deadlines.

  • Projects a favorable image of the company to promote its aims and objectives and foster and enhance public relations and acceptance.

  • Delivers an acceptable product to the IEPA.

  • Performs all duties and responsibilities in a timely and effective manner in accordance with established company policies to achieve the overall objectives of this position.

  • Maintains a favorable working relationship with all other company employees to foster and promote a cooperative and harmonious working climate which will be conducive to maximum employee morale, productivity, and efficiency/effectiveness.

  • Keeps management promptly and fully informed of all problems or unusual matters of significance and takes prompt corrective action where necessary or suggests alternative courses of action which may be taken.

  • Performs other duties and responsibilities as required or requested by senior management.

Qualifications

  • Excellent organizational and planning skills with emphasis on leading customer-first strategies

  • Proven track record of providing outstanding customer service and teaching relationship building skills.

  • Strong analytical skills and the ability to turn data into concise, executive ready recommendations.

  • Proficiency in Microsoft Office applications including Outlook, PowerPoint, Word, and Excel required. Publisher and BI experience are a plus.

  • General knowledge of vehicle inspection technologies and procedures is a plus.

  • Outstanding Project Management skills.
