The Iowa Governor's Traffic Safety Bureau (GTSB) has a mission to identify traffic safety issues and through partnerships with city, county, state, and local organizations, develop and implement strategies to reduce death and injury on Iowa's roadways using federally funded grants to improve traffic safety in the State of Iowa.

The GTSB is seeking a dedicated staff member to work along-side us as our Impaired Driving Program Administrator.

Primary Responsibilities:

This position serves as the single statewide resource person to assist managerial and program staff regarding impaired driving (defined as alcohol and drugs), for the Governor's Traffic Safety Bureau (GTSB). Responsibilities include long and short-term program planning, grant development, budget development, and oversight. Duties also include providing technical assistance to grantees and periodic presentations representing the GTSB at local, state, and national highway safety meetings and conferences.

Oversee federally funded highway safety projects to ensure compliance with federal regulations, manage application and contractual process, train and assist grantees, monitor grants for compliance, and review finance claims.

Apply appropriate countermeasures to independently plan and prepare impaired driving programs based on research, data, and priorities for the GTSB.

Independently plan and prepare assigned program area sections of the Highway Safety Plan based on research and interviews with traffic safety stakeholders at the state, regional, and national levels.

  • Review grant proposals and concepts that apply to the highway safety plan based on problem identification

  • Conduct needs assessments to determine specific problems and priorities to be addressed through grant programs.

  • Develop countermeasure strategies targeted at resolving problems indicated by the identification process.

  • Develop an evaluation component to measure project outcomes.

  • Review grant applications and provide input on changes or revisions necessary to comply with State and Federal requirements.

  • Approve final applications for implementation after determining the objectives and activities are consistent with goals stated in the State Highway Safety Plan.

  • Manage all aspects of the grant administration process including site selection, development, budgeting, implementation, and on-site monitoring.

Other Information:

The selected candidate must have passed a thorough background investigation conducted by Iowa Department of Public Safety investigators before a final letter of employment offer is delivered. Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  1. Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).

  2. All of the following (a, b, and c):


a. One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and

b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.



  1. Graduation from an accredited school of law.

  2. Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
