POSITION SUMMARY
The PACS Manager is responsible for providing technology planning and implementation services for all imaging systems technology used across imaging services such as Radiology, Cardiology, Cath Lab, and Radiology Oncology departments. This includes the management and support for hospital information system applications, including PACS, Radiology Information System (RIS), other ancillary department applications, clinical review products and point of service documentation products. Responsible for user support of RIS System, Systems PACS, and Computed Radiography Systems. Develops training curricula for the above applications and coordinates all related training efforts. Participates in the selection and implementation of new information technology products. Assists in the development and implementation of the Information Systems Long Range Plan.
Responsibilities
ESSENTIAL JOB FUNCTIONS
Responsible for day-to-day operation of PACS equipment including, archiving, auto routing, and prefetching and other related activities. Works closely with the radiology and Diagnostic Department management team and the Radiology Department Head to ensure timely and complete capture of DICOM digital image data into the PACS system as well as network transmission, RIS validation, and exceptions handling.
Investigates, identifies, and provides recommendations to solve specific operational problems within all clinical operational areas, working closely with unit operations managers and division heads as well as involving the next level of administration as appropriate.
Works closely with radiology's quality management personnel to identify and design future needs and efficient workflow processes, which include further integration into operations.
Acts as liaison between imaging services and other departments related to medical imaging initiatives and procedures and assisting with existing or new medical imaging endeavors.
Works in cooperation with Director of Imaging Services, identifying present and future needs for technology installation.
Access management for Radiology Information System (RIS), PACS, and other imaging systems deployed for the organization; assists with processing access requests and removals including the add, change, and removal of access for access requests; audits requests as needed to ensure minimum necessary.
Participates and leads discussions relating to the strategic planning for medical imaging initiatives; leads the design, development, and management of RIS System, Systems PACS, and Computed Radiography Systems
In conjunction with the Director of Imaging Service the PACS manager will oversees activities of vendors in all phases of installation and implementation of new systems; coordinates installation of updates from vendor; assists vendor with installation and set-up of new equipment; plans and coordinates necessary software and hardware upgrades; analyzes and notifies vendor of hardware / software problems; assists with testing of equipment, software, interfaces prior to implementation or upgrades.
Provides guidance on the development of business continuity plans as it relates to the creation of down time procedures and documentations working with other subject matter experts.
Prepares reports for administration on all aspects of medical imaging operations as appropriate or directed.
Ensures all department, hospital, and JCAHO guidelines are met for operation.
Participates in vendor training for quality control / quality assurance; developing and implementing QC programs to assure effective functioning and maintenance of the PACS system;
Primary contact for imaging services technology vendors; works with vendors to resolve modality communication issues.
Responsible for monitoring of, archival software, event log, and resolution of errors; assists with testing backups restores.
Provides technical support on computer systems within the Imaging Services departments- Radiology, Cardiology, Cath Lab, Radiology Oncology, and other departments with imaging technology deployed; Works in coordination with Information Technology for daily operations, troubleshooting, network issues and implementation of new technology in Imaging Services.
Develops and maintains an awareness of the healthcare information systems industry, imaging technology, PACS, Computed Radiography, and Teleradiology.
Reviews feedback from end users, compiles and analyzes support data, and recommends procedural and educational changes as appropriate; provides training to department team members, providers, and management as needed.
Ensures that all technologies in use are compatible, consistent, optimally configured, and in compliance with established architectural and technical standards.
Proactive in anticipating and identifying potential problems and developing key measures to address and resolve efficiently.
Maintains confidentiality at all times and complies with HIPAA and security compliance guidelines at all times.
Ability to work a flexible schedule and second tier on call.
Attends department specific education/training, in-services, and meetings.
Participates in department specific performance improvement project.
Perform additional duties as assigned.
Qualifications
TRAINING/EXPERIENCE
At least five years PACS experience required
In-depth knowledge Radiology Information Systems administration experience required
In-depth knowledge Imagining/Diagnostic services workflow.
At least one year experience with Radiology operational procedures, imaging characteristics, Radiology QA/QC programs.
Working knowledge of Teleradiology computer system.
Knowledge of information systems techniques and procedure.
Familiarity with specific radiology- and imaging-specific applications

EDUCATION/CERTIFICATION/LICENSE
Will consider a candidate who Graduated from an AMA-approved school of Radiologic Technology or similar background who possesses the required skillset.
