Program Specialist IV:

The Independent Living Services (ILS) Program Specialist IV reports to the ILS Training Supervisor. Performs highly complex (senior-level) training development work with the Independent Living Services (ILS) program provided through contracts with Centers for Independent Living (CILs). Work involves collaborating with ILS Program staff to support implementation of contract and program requirements.

Develops and delivers training to contracted entities, program staff, governmental agencies, community organizations, or the general public. Provides robust training to service providers and staff. Work also includes collaboration and provision of training with other programs in Local Access and Support. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

Attends work on a regular and predictable schedule in accordance with agency leave policy. Essential Job Functions:

EJF 1 - Assesses training needs of contract providers in the ILS Purchased Services and Base/Operational Grants. Utilizes multiple methods to complete the assessment including but not limited to attending scheduled meetings with technical assistance specialists and other program staff, reviewing contract monitoring trend reports, conducting an annual CIL training topic survey, staying abreast of state and federal regulations and regular meetings with the ILS Program Director. Develops an annual CIL webinar training plan and schedule based on the results. (20%)

EJF 2 - Performs research and collaborates with TA and CS staff in the ILS Program to develop monthly CIL live webinars, pre-records modules, individual CIL trainings and other CIL training opportunities that fit with the implementation of program needs and goals. Utilizes a variety of training strategies, activities and materials to ensure successful training. Collects, analyzes and prepares clear, concise reports for program management related to these activities. (20%)

EJF 3

  • Collaborates with IL Program Staff, speakers and presenters to host, facilitate and present monthly CIL live webinars, face to face CIL trainings, pre-recorded modules and other CIL training opportunities. Keeps accurate records of recordings and training materials by uploading to SharePoint or other program identified locations. (20%)

EJF 4 - Researches, develops and conducts training related to the ILS Program for HHSC staff, external partners and stakeholders. Implements a variety of training methods to ensure successful training. Prepares clear and concise documentation of training sessions. (10%)

EJF 5 - Researches methods to improve audience engagement, knowledge, and retention in trainings. Reviews training materials and attends a variety of webinars related to training techniques, service delivery, related program topics and activities. Evaluates findings for application to training projects. Writes proposals for new training topics or techniques to meet program goals and needs. Reviews results of surveys completed by CIL participants to identify areas of improvement. (15%)

EJF 6

  • Coordinates and collaborates with staff in ILS to update SharePoint site, host Adobe Connect webinars and schedule training and events. (10%)

EJF 7 - Performs other duties as assigned. (5%)

Knowledge Skills Abilities:

Working knowledge of local, state, and federal laws related to Independent Living Services (ILS).

General knowledge of performance management and oversight best practices based on identified measures.

Knowledge of social services programs.

Skill in oral and written communication.

Skill in developing training materials.

Skill in writing clear and concise communications.

Skill in the use of a computer and applicable software, including MS Word, PowerPoint, MS Teams, Adobe Connect or similar platforms.

Ability to conduct research.

Ability to work as a member of a team.

Ability to analyze policies and rules.

Ability to conduct training effectively.

Ability to independently plan, organize, prioritize and manage multiple work assignments.

Ability to travel 15%.

Registration or Licensure Requirements:

NA Initial Selection Criteria:

Graduation from an accredited four-year college or university with focus in the area of Social Services, Journalism, Education, Social Work or related field. Four years of relevant work experience may be substituted for education.

At least two years experience working in social services programs.

At least two years work experience developing and editing training scripts or curriculum.

At least two years work experience delivering training or presentations.

At least two years work experience using training platforms such as Adobe Connect, MS Teams or similar platforms.

Additional Information:

This position is located in Austin, Arlington, Dallas, Grand Prairie or San Antonio.

This position will have the opportunity to telework. The selected candidate for this position will be required to travel to Austin for in-person meetings as well as other occasional travel.
