The Raytheon Intelligence, Information, and Services (IIS), Engineering & Technology Workforce Planning & Development Senior Manager is responsible for partnering with Mission Area Chief Engineers (MACE), Program Area Engineers and Program Engineers, Discipline Directors, Operations Managers, Department Managers, etc. to ensure Mission Area (MA) and Engineering personnel supply and demand is aligned both strategically and tactically. The Senior Manager and team is responsible for accurate modeling and reporting of forecasted MA requirements along with allocated and planned Engineering personnel.
Additionally, this role requires collaboration with each MACEs to ensure every MA has a rolling individual staffing model to depict hiring and roll-off needs proactively, critical skills needs tracking, talent roll-off placement tracking, etc. The Senior Manager will also be accountable for communication to senior leaders (to include Vice Presidents) as well as key Engineering leaders on Workforce status weekly, monthly, quarterly and annually. The role owns all workforce tools used by Engineering.
The Senior Manager is responsible for the leading the Training and Development Team in Engineering Function. This includes ensuring appropriate communication and completion of mandatory training each year as well as special initiative training that is flowed down from Raytheon Corporate (i.e. Diversity & Inclusion, Lead System Engineer, etc.) as well as strategic that aligns with the IIS Tech Roadmap and 5 year plan.
The Senior Manager reports to the Director of Field Engineering and Workforce Solutions and is a member of the Field Engineering Leadership Team. The Senior Manager is responsible for meeting Engineering workforce planning requirements, resolving planning issues, implementing process improvements and supporting growth. The Senior Manager will be expected to manage resources in order to adequately support projects and will participate in budget preparation/then execute to it annually.
The Senior Manager is responsible for ensuring appropriate management and development of employees in the department and is responsible for workforce morale and key employee retention. He or she is also responsible for the consistent implementation of standard processes and tools including: R6s, IPDS, EPIC and the Capability Maturity Model Index (CMMI).
This position may be located in the Richardson, TX (Cityline) or El Segundo, CA area.
Required Skills, Knowledge and Experience:
10 years' experience in technical management, workforce solutions or field engineering, to include 5 years of line or program management experience
Knowledge of system and/or software engineering requirements, to include the DoD, DHS, DoS, FAA, or Intel Agencies
Demonstrated experience leading a section, department or similar organization
Excellent oral and written communication skills
Excellent financial planning and budgeting skills (overhead, cost controls)
Ability to foster a diverse and inclusive environment and manage a geographically-dispersed staff
Desired Skills, Knowledge and Experience:
Familiarity with workload planning tools, program management tools (e.g., Microsoft Project) and financial systems
Qualified R6-sigma specialist
BS/BA in Engineering, Science, Mathematics, or other Discipline required. MS in Engineering or Technical Field or MBA preferred. Experience may be
considered as a substitute for the degree.
Existing secret clearance required. Top Secret clearance preferred.
