OVERVIEW

I&E (Instrumentation & Electrical) Technical Manager is a member of the Technical Services Department whose main responsibility is to function as a liaison between the Client, Engineering, and Construction Management. This position requires complete comprehension of the overall life cycle of a project and each construction phase from FEL-0 to startup with a strong focus in I&E related tasks.

SUPERVISORY RESPONSIBILITIES

Ability to train and coordinate Technical Services Specialists assigned to project.

EDUCATION

Bachelor's degree or equivalent combination of I&E related training and experience.

QUALIFICATIONS AND EXPERIENCE

Minimum of eight (8) years I&E technical experience in petrochemical, power generation or heavy industrial technology. Intermediate understanding of construction drawings and specifications. Intermediate understanding of Microsoft Excel, Bluebeam, and 3D design review software. Basic experience using electrical testing devices.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Provide guidance to Technical Service Specialists and Managers on matters pertaining to Instrumentation and & Electrical (I&E).

  • Ability to assist with multiple jobs.

  • Coordinate assigned work with client, engineering disciplines, construction disciplines, and other contractors.

  • Ensure work complies with drawings and specifications by maintaining communication with Engineering, Estimating, Planning, and Scheduling.

  • Advanced ability to understand and discuss technical issues pertaining to I&E installations and able to relay information to engineering, management, etc. to assist the field.

  • Ability to utilize system definition P&IDs/one-lines to associate loops and local instruments to their respective turnover systems.

  • Ability to read and understand motor schematics, instrument loop diagrams, wiring diagrams, and other typical electrical drawings.

  • Understanding of electrical circuits and ability to assist technicians with troubleshooting wiring issues in the field.

  • Familiar with loop simulating devices, multimeter, field communicators, and other I&E equipment.

  • Supervise populating/updating of I&E Tracker software.

  • Able to verify reports and completed field QA/QC forms for accuracy before approval and distribution.

  • Ability to evaluate project discrepancies/ questions and reports information utilizing the RFI system. Coach peers on the RFI process and the utilization of RFI system. Evaluates RFI submittals to reject, respond, or forward the inquiry. Ensures supporting documents are adequate (e.g., pictures, drawings, redlines, etc.). Discusses solutions to the RFI submittals with engineering.

  • Initiate and coordinate field change order (FCO) process.

  • Investigate and document all vendor back charge issues. Ensure the correct distribution is employed to facilitate the collection of back charges.

  • Assist in the distribution of drawings, specifications, and the maintenance of revision control.

  • Understands the basic principles of system definitions and how we use them. Able to read and understand system definition P&IDs/one-lines.

  • Ability to associate loops to their respective I/O location, piping test package(s), motor(s), etc.

  • Ability to assemble System Turnover Dossiers.

  • Able to populate the system tracker with deliverables identified in the system definitions.

Ability to effectively communicate with client, engineering disciplines, construction disciplines, and other contractors.

Attention to detail is the ability to accomplish/complete a task while demonstrating a thorough concern for all the areas involved, no matter how small. It includes the ability to bring together different elements to achieve results or accomplish tasks. This means ensuring information is complete and accurate and following up with others (on own work or that of others) to ensure that commitments have been fulfilled.

Ability to plan and exercise control over the amount of time spent over specific work activities. Develops or uses systems to organize and keep track of information (e.g., "to-do" lists, appointment calendars, follow-up file systems). Keeps clear, detailed records of activities related to accomplishing stated objectives. Always knows status of one's own work.

MATHEMATICAL SKILLS

Working knowledge of algebra, trigonometry, and geometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Intermediate understanding of coordinates and elevation calculations.

PHYSICAL DEMANDS

Ability to stand, walk, reach, climb and balance. Vision must be clear at close and distance with depth perception and ability to focus. Requires lifting up to 25 lbs..

WORK ENVIRONMENT

Normal work environment will be a construction site within operating plants. This will require exposure to outdoor weather conditions, loud noise, work near moving mechanical parts, electrical energy, construction equipment, vibration, fumes, chemicals, and airborne particles.
