Essential Functions

  • 25% Performs budget development for departments in the Illinois Department of Veterans Affairs.
  • 25% Tracks and handles confidential information used in budget development and submission to the Office of the Governor for consideration.
  • 20% Projects spending for each of the agency's pay codes using known variables and current trends.
  • 15% Prepares and implements spending plans in the accounting system.
  • 10% Provides requested records to internal and external auditors, both State and Federal, and answers questions.
  • 5% Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.

  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

  • Two (2) years of experience managing or conducting fiscal processes.

  • Two (2) years of experience managing, developing, or preparing budgets.

  • One (1) or more years of experience using Systems Applications and Products (SAP) including Enterprise Resource Planning (ERP) to process fiscal transactions or prepare financial reports.

  • Three (3) years of experience conducting sound and detailed analyses from both a programmatic and a fiscal perspective.

  • One (1) or more years of experience with federal grants awards, including spending plan development for management costs and subawards to grantees.

  • Requires ability to pass a background check.

  • Requires use of agency-supplied equipment (mobile phone, laptop, etc.).

  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.

  • Overtime is a condition or employment, and you may be required to work overtime including scheduled, unscheduled, or last-minute overtime.
