Summary:

The Idaho Department of Correction (IDOC) is looking to fill the position of Grants/Contracts Officer at their Central Office located in Boise, Idaho. As part of the Management Services Division, Contract Services primarily provides contract administration for service contracts that support our correctional operations. This position will report to the Grants/Contracts Management Supervisor and will oversee a number of service contracts which may include healthcare, private prisons, commissary, consulting, food, and other related and non-related contracts and duties as assigned. Candidates with public or private contract administration and/or procurement experience are encouraged to apply. Working closely with our contractors and internal stakeholders you will be responsible for the day-to-day administration of the contracts.

Responsibilities:

  • Ensuring contract compliance with standard operating procedures, Idaho Code, Federal Codes and other requirements.

  • Interpreting and applying complex contract language, regulations, laws or policies.

  • Identifying contract and program issues and seeing them through to resolution.

  • Drafting amendments, maintaining electronic documentation.

  • Reviewing, auditing and approving invoices.

  • Organizing, chairing and presenting at meetings with key stakeholders.

  • Researching contract challenges and offering solutions.

  • Modeling and analysis to inform financial and program decisions.

  • Developing and maintaining vendor relationships.

  • Ascertain the contract operations by meeting with IDOC residents for feedback.

  • Most contracts will require some level of travel within and outside of Idaho.

  • Cross training across the grants, contracts, and purchasing unit.

Minimum Qualifications:

  • Experience developing grants or contracts including identifying goals and timetables and determining program needs and funding. Typically met by at least one year of experience preparing grant or contract applications including assessing and determining program needs and funding, identifying goals and establishing timetables, and negotiating terms and conditions; OR at least one year of experience providing technical assistance in all aspects of grant or contract development.

  • Experience monitoring and evaluating grant or contract activities and expenditures. Typically met by at least one year of experience monitoring and evaluating contract activities for compliance with contract provisions, laws and regulations AND evaluating appropriateness of expenditures for contract activities; OR recommending proposal awards, negotiating final proposal provisions and reviewing proposal activities for compliance/conformance; OR providing technical assistance with contracts, AND proposals.

  • Experience Interpreting laws, regulations, and policies and advising on their requirements. Typically met with at least one-year experience reviewing information or documents for compliance with laws, regulations and policies and advising on their requirements OR explaining to others how laws, regulations and policies apply to specific situations.

  • Experience evaluating statistical and financial information and developing reports of findings. Typically met with at least one year work experience evaluating and analyzing statistical and financial information and preparing narrative or statistical reports of findings.

Desirable Qualifications:

  • Experience with cradle to grave contract management including experience writing solicitations and leading pre-award and post-award activities.

  • Knowledge of contract negotiation techniques sufficient to negotiate or administer contracts where the contracting actions are well-defined and well-precedented.

  • Knowledge of commonly used contracting methods and contract types.
