The ICBMSD A&AS Program Manager will manage and oversee VectorCSP's ICBM-related portfolio by providing corporate support to contract and task level leaders responsible for customer delivery across an array of AFNWC & AFSC requirements. The Program Manager reports to the Director of Operations. The Program Manager works closely with task leads to ensure top-quality delivery through optimized resourcing (staffing and utilization), adherence to VectorCSP quality delivery standards, customer and teammate relations, and company communications and engagements. The Program Manager is responsible for the health of VectorCSP's ICBMSD portfolio, ensuring optimal posturing for contract recompetes. The Program Manager will collaborate with the Business Development team to identify and capture new work in the market. The Program Manager will support task leads to maximize revenue generation and profitability for booked AFNWC & AFSC work.
Leadership: Demonstrate collegiality, teamwork, and partnership by embracing VectorCSP core values. Coach, mentor, and train staff to effectively manage the ICBMSD A&AS tasking. Serve as the primary interface between task leads and their project teams and VectorCSP corporate. Communicate company priorities to ICBMSD support personnel, and support task leads in executing corporate strategy.
Delivery: Support, create, motivate, maintain, and build teams to successfully deliver services consistent with VectorCSP's values to meet ICBMSD business objectives. Maintain team effectiveness as measured by team's performance and client and staff feedback. Demonstrate comprehensive understanding of portfolio requirements and VectorCSP capabilities and discriminators by relating client needs and available funding to portfolio capabilities.
New Business: Effectively execute business capture processes to identify clear discriminators and winning themes; know competitive landscape. Target future opportunities that contribute to VectorCSP's growth strategy; prioritize market options, determine role/fit, and develop positioning strategies and proposals; negotiate and capture new work within the market. Support the proposal/bid/negotiation strategies for new AFNWC or AFSC business opportunities.
Service Offering Development: Facilitate development of new and expanded service offerings. Ensure customer deliverables and marketing material quality by contributing to and reviewing business development materials and customer deliverables for quality assurance (QA) and quality control in accordance with VectorCSP QMS processes and procedures.
Fiscal Responsibility: Work closely with task leads to ensure optimized resource allocation and usage to deliver maximum revenue and profit. Develop fiscal and business understanding and acumen of VectorCSP's ICBMSD task leads.
Education and Experience:
Bachelor of Arts (BA) or Bachelor of Science (BS) degree in an appropriate field and 15 years' experience; or Master of Arts (MA) or Master of Science (MS) degree in an appropriate field and 10 years' experience
Relevant Defense Acquisition University (DAU) Certification or Project Management Institute (PMI) certification preferred.
Active Duty, Government Civilian, or Industry Contractor experience; specifically AFNWC or AFSC experience is preferred
Equivalent combination of education and experience is acceptable.
Knowledge, Skill and Abilities:
Possess working knowledge/familiarity with DoD and USAF organizational structures, intelligence, functions and procedures, as well as command relationships and responsibilities
Ability to understand and anticipate the needs of task leads and their teams and how to engage company leadership or customer stakeholders to address needs
Ability to anticipate potential schedule or priority delays and initiate plans for alternative actions.
Read, analyze, and interpret program appropriate journals, reports and documents.
Communicate persuasively in oral and written communications. Shape the thinking of others.
Ability to effectively present information to top management, teammates, and customer stakeholders
Apply principles of logical or scientific thinking to a wide range of intellectual, and practical problems.
This position will manage employees.
This job operates in a professional office environment, to include government sites as necessary. This role routinely uses standard office equipment.
