DIVISION: Community Mental Health

PROGRAM: Intensive Behavioral Health Services (IBHS)

ROLE TYPE: Full-Time

JOB OVERVIEW:

PHMC's Intensive Behavioral Health Services (IBHS) program is comprised of an array of services that are delivered to children and their families across settings (school, home, and community) through a team-oriented, evidence-supported, and trauma-informed approach. Under the supervision of the IBHS Clinical Supervisor, the Bilingual Clinician (Spanish-speaking) is responsible for providing direct clinical intervention to families and children as well as consultation to school personnel.

HOURS: The Clinician could provide mobile therapy (MT) and/or behavior consultation (BC) services as appropriate during nontraditional/flexible hours. This individual will need to be available for day and evening hours as their caseload requires.

RESPONSIBILITIES:

  • Complete assigned assessments (FBAs, data collection, interviews) for referred children within defined timeframes.

  • Develop a comprehensive Intensive Treatment Plan (ITP) and safety plan for each assigned child and family that are strengths-based and developmentally appropriate.

  • Provide individual, group, and family evidence-based treatment to assigned children and families.

  • Provide weekly clinical supervision/observation to all Behavioral Health Technicians (BHT) on shared cases.

  • Provide clinical information to the evaluating psychologist/psychiatrist as required or requested.

  • Provide training and consultation to school personnel based on the BRIDGE model.

  • Integrate into school culture, including participation in MTSS meetings and regular check-ins with school leadership.

  • Facilitate consistent family engagement with parents/guardians around treatment planning and crisis planning, as well as collaborating with and reporting updates to the IBHS team.

  • Participate in clinical supervision aligned with evidence-based treatment and state regulations.

  • Represent oneself and PHMC in a professional manner across all settings.

  • Participate in and complete all mandatory state, managed care, and agency trainings.

  • Function in full compliance with all applicable policies and procedures as well as federal, state, and local laws.

  • Attend interagency meetings to coordinate the design of treatment/behavior plans and service recommendations.

  • Collaborate with parents/guardians and the treatment team to identify discharge planning goals for children and families.

  • Provide feedback and coaching to parents/guardians and school personnel to ensure behavior plans are understood and implemented properly.

  • Maintain ongoing communication and collaboration with all team members.

  • Complete all necessary documentation related to the client's case including progress notes, assessments, treatment/behavior plans, case reviews, and crisis plans.

  • Ensure compliance with PHMC policies and procedures including confidentiality and mandated reporting.

  • Keep current with the individualized training plan, licensure, or any applicable certifications.

Staff Leadership

  • Foster a strength-based, trauma-informed, accountable, committed, and motivated environment.

  • Establish and hold direct reports responsible for creating a climate that attracts, retains, and motivates high performance.

  • Ensure the caliber of diverse staff with skills appropriate to meet the needs of those served.

  • Provide and hold staff responsible for completing staff performance evaluations as expected. Provide constructive supervision for all direct reports including ongoing performance feedback.

  • Model PHMC's core competencies, holding staff accountable to do the same.

  • Mentor and develop direct reports to ensure a core team that is focused on meeting the priorities of the program.

Team Leadership

  • Demonstrate the ability to communicate effectively and efficiently with all internal and external stakeholders.

  • Cooperate and communicate as a multidisciplinary team member through formal meetings, informal consultations, and committee participation.

  • Model traits of a responsible team member by executing job responsibilities, open communication, and good follow-through. Support team members to do the same.

  • Demonstrate usage and support of the trauma-informed model in all aspects of employment including interactions with clients/students, family members, other employees, community members, and stakeholders.

  • Respond promptly to the concerns and interests of clients, parents, guardians, funding entities, and other PHMC staff members.

Partnerships and Collaborative Relationships

  • Establish and maintain relationships with provider organizations, regulatory and licensing representatives, and referral sources, establishing effective and productive working relationships while promoting PHMC.

  • Represent the organization before various stakeholder groups to maintain visibility.

  • Manage regulatory and accreditation contracts.

  • Serve on, participate in, and attend various committee meetings.

Contributing to the Team

  • Participate in regular meetings with staff to ensure that priorities are clear, coordination is good, and communication is effective. Develop additional methods for ongoing effective communication.

Trauma-Informed Behavior

  • Demonstrate commitment to being trauma-informed and maintaining a therapeutic environment and community that promotes safety and nonviolence as the basis for all we do with clients and staff.

  • Demonstrate knowledge and utilization of trauma-informed practices including emotional intelligence, effective communication, understanding of the impact of trauma on development, strengths-based and person-centered practice, resilience focus, and commitment to growth and change.

Administrative Activities

  • Ensure compliance with all of PHMC's policies and procedures, including confidentiality and acting as a mandated reporter in accordance with the law.

  • Implement all documentation requirements and ensure that reports are complete, thorough, timely, and written in the prescribed format. Ensure that staff members do the same.

  • Perform other duties as assigned.

SKILLS:

  • Fluency in Spanish and English

  • Knowledge of behavior modification theory and application

  • Ability to utilize a collaborative, team-oriented approach

  • Knowledge and understanding of CASSP principles

  • Knowledge of social/ecological theory and application

  • Understanding of child and family development

  • Understanding of trauma-informed care

  • Crisis intervention and management

  • Knowledge of the DSM-V

  • Basic understanding of common psychotropic medications

  • Ability to work with diverse populations

MINIMUM EDUCATION: Master's degree in psychology, social work, education, counseling, or applied behavior analysis

OTHER REQUIREMENTS:

Must meet one of the following qualifications:

  • Have a graduate degree in psychology, social work, education, or counseling and 2+ years of full-time equivalent experience in providing mental health direct services to children, youth, or young adults

  • Have a graduate degree in psychology, social work, education, counseling, or a related field and have completed a clinical or mental health direct service practicum

  • Have a graduate degree in applied behavior analysis (ABA)

  • Be licensed in Pennsylvania as a Behavior Specialist (LBS)

  • Have a BCBA certification or other graduate-level certification in behavior analysis accredited by NCCA or ANSI
