Performs a variety of supervisory, hands-on technical troubleshooting and administrative duties in order to maintain and repair County building systems and equipment. Primarily deals with Heating, Ventilation, Air Conditioning and Refrigeration (HVAC/R) and associated systems including but not limited to the Building Automation Systems (BAS), water treatment and testing, indoor air quality (IAQ), fire alarm and smoke evacuation interfaced systems as well as electrical and plumbing systems.

The HVAC/R Supervisor will also be responsible for Project Management for select Building Maintenance Fund (BMF) and Capitol Improvement Projects (CIP) in all facilities. Responsibilities can cover a broad range of areas of HVAC, mechanical, electrical, plumbing, controls and refrigeration construction, repair and replacement.

Primary application will be on projects that are HVAC/R focused, with limited vendor scope, providing direct oversight and bearing to all County facilities. Supervisor may manage multiple projects at the same time, in addition to their daily responsibilities. They will be responsible to lead, direct, oversee and manage these projects with help from Facility Systems Manager, Manager of Support Operations and Arapahoe County Project Management Office.

Duties

Schedules and assigns work to staff and prioritize work requests. Performs periodic performance appraisals and documents those appraisals.

Participates at a high level in the selection of new employees, making hiring recommendations to the Manager of Facility Systems. Places employees on administrative leave when necessary due to poor performance, safety or security issues. Makes recommendations for disciplinary actions up to and including termination of employment.

Instructs personnel in specific maintenance, repair and installation methods, principles and procedures. Trains staff to perform essential functions of the HVAC/R and BAS technicians and when the use of new techniques or equipment is required. Prepares and conducts training on Safety Data Sheets (SDS) and County safety requirements.

Receives and evaluates leave requests from staff to ensure optimal availability of sufficient staff to accomplish required tasks. Approves and denies leave requests after briefing the Manager of Facility Systems. Reviews and approves time sheets of Facilities Systems Technicians ensuring that all information is accurate and complete.

Performs a variety of supervisory duties associated with the maintenance, installation, troubleshooting and/or replacement of HVAC/R systems, operation of building automation systems, IAQ, HVAC/R related electrical and plumbing repairs and water treatment and testing.

Inspects and evaluates the day-to-day efforts to keep County HVAC/R equipment functioning efficiently, safely and comfortably for occupants and visitors; correcting discrepancies when discovered.

Coordinates staff involvement in remodel or new construction projects involving the HVAC/R equipment being planned. Inspects and approves work in progress and upon completion for compliance with approved plans and specifications.

Responds, with staff, to departmental requests for repairs and maintenance of HVAC/R equipment and IAQ issues.

Provides input for annual budget preparation.

Provides operational input regarding the Preventive Maintenance program to department leadership.

Maintains records and reports on any applicable regulatory agency requirements, inventory, equipment and the status of current projects.

Determines the appropriate amount of supplies and equipment required for each shift and submits orders for approval in sufficient time to ensure adequate stock. Approves the invoices of staff purchases and purchasing cards ensuring they are appropriate, completely documented and necessary.

Responds quickly to emergency situations.

Position may be "on-call" on a rotating basis and may need to be available for snowstorms.

Performs other duties as assigned.

PROJECT MANAGEMENT DUTIES:

Identify and make recommendations for necessary and/or requested improvements in relation to specific project(s).

Identify project risks and barriers by identifying strategies and approaches to mitigate and/or overcome.

Interact and communicate with Stakeholders, vendors, and other project team members on a regular basis to ensure project deliverables are being achieved on schedule and within budget.

Make field decisions regarding project scope and budget as appropriate.

Communicate with Stakeholders and County's Finance Department to verify funding sources for all assigned projects. Reads, interprets, and evaluates proposals and quotes as submitted to confirm that they meet mandatory project requirements.

Create and maintain detailed project files, hard and electronic copies (ongoing throughout the project).

Research, approve and ensure all purchase orders and invoices are accurately documented and tracks against the correct project cost center/account.

Initiate coordination with FFM Data and Contract Coordinator to solicit proposals, bids, and/or quotes, both professional and technical, from project vendors, consultants and/or contractors in accordance with County Policy.

Compose with oversight from FFM Data and Contracts Coordinator all necessary documents to obtain competitive pricing to include responding to vendor questions to ensure that the quotes, bids or proposals will be all inclusive.

Create, track and ensure adherence to the strict project schedule (throughout project).

Establish, schedule and facilitate project status meetings for all assigned projects.

Accountable for continually managing and tracking the funds that have been allocated for each specific project, ensuring that projects are consistently completed within budget and on schedule.

Work with Manager of Faciltiy Operations and/or Facility Sytems Managerto ensure that a satisfactory/acceptable contractual agreement adheres to county policy and Colorado Law (i.e. State Statutes).

Monitor projects for conformance to approved plans and contract specifications ensuring project deliverables are achieved as identified at the onset of the project.

Obtains Facility System Manager, Manager of Facility Operations and/or Department Director approval for project changes to include scope and budget changes.

Arranges, with oversight from the Manager of Faciltiy Operations and/or Facility Sytems Manager, verbal and/or written authorization of field change orders ensuring execution of appropriate addendums to the existing contract to include drafting addendums and other documents if needed.

Enforces safe work practices and safe working conditions in accordance with all State, Federal, Local regulations, and owner/contractual requirements.

Identifies any remaining work to be completed through inspections of work throughout the project.

Performs final walk-through (punch walk) with Project Team and Contractors.

Coordinates submittal, review, and approval of all project Operations & Maintenance manuals, warranties, record/as-built documents, and all required electronic files.

Drafts and posts final settlement advertisement at project completion, with oversight from Manager of Facility Operations.

Coordinates the accurate documentation of Notice of Substantial Completion, with oversight from Manager of Facility Operations.

Coordinates the release of final retaining dollars with the County's Finance Department, with oversight from Manager of Facility Operations.

Facilitates the turnover of completed project to Department/Office and Facilities and Fleet Management.

Participates in annual five-year master planning effort for the Facilities and Fleet Management Department.

Requirements

SKILLS, ABILITIES AND COMPETENCIES:

Knowledge of building systems, specifically an extensive level of knowledge content with HVAC/R and general knowledge of fire alarm, Smoke Evacuation, electrical and plumbing systems.

Knowledge of Building Automated Systems (BAS), specifically the Long Building Technologies BAS system.

Familiarity with preventative maintenance and work order software systems.

Ability to review design development and construction documents/blue prints for all aspects of Mechanical, Electrical, Plumbing and Automated Temperature Control Systems.

Experience using Microsoft Office programs and applications such as Word, Excel, PowerPoint, and Outlook.

Demonstrated project management skills to include coordination with contractors and consultants to provide project estimates.

Demonstrate delivery of on-time, within scope, within budget projects that meet business requirements.

Demonstrates ability to bring project to successful completion through political sensitivity.

Ability to multitask and to prioritize and execute tasks in a high-pressure environment.

Knowledge of laws, codes, and rules and regulations affecting governmental construction projects.

Knowledge and ability to read and interpret bid documents and/or contract documents, blue prints, designs and other construction plans to hold vendor accountable to what was requested (scope) and agreed to (contractually).

EDUCATION AND EXPERIENCE:

High School diploma or GED equivalent and EPA 608 Universal refrigeration certification required.

A minimum of five (5) years of experience with building operations/engineering in a commercial setting while maintaining HVAC/R equipment and systems in a public or non-profit environment similar.

Two (2) years experience in a supervisory or lead worker role, in any field, is required;

Two (2) years of experience in performing building operations training (HVAC/R, electrical, plumbing and Building Automation, or similar) is required;

Two (2) or more years of experience of progressive responsibility in Project Management in a related trade or industry is required; or

Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

Desired education includes an Associates degree or HVAC/R or Refrigeration Operator certificate from ICC (International Code Council) or a HVAC/R certificate from a technical school; two semesters or classes of Management training or coursework; Project Management course work or certification; and enrollment or completion of an HVAC/R certification course (i.e. BOMI - Systems Maintenance Technician or Systems Maintenance Administrator Program).

PRE-EMPLOYMENT ADDITIONAL REQUIREMENTS:

Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) check, background check, physical capabilities examination and drug screen.

Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.

Security clearance required: will require fingerprinting and a Colorado Bureau of Investigation (CBI) background check.

POST-EMPLOYMENT REQUIREMENTS:

Successful completion of bi-annual Colorado Justice Information System (CJIS) training.

Position may be "on-call" on a rotating basis, subject to over-time which may include evenings, weekends and holidays.

Position is deemed essential and incumbents must be available for winter storm emergencies and available to work on an on-call on a rotation basis which requires evening, holidays and weekends.

Work locations and facilities are subject to change based on business need.
