PAY AND BENEFITS
Annual Pay Range: $80,518.41 - $108,700.30
Hourly Pay Range: $38.710776 - $52.259759
Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

Join our Award-Winning Team: Lead Clackamas County's Coordinated Housing Access Program!
Are you ready to make a significant impact on homelessness in the Portland Metro area? Clackamas County's Social Services Division is seeking a dynamic and compassionate leader to join our team as a Human Services Supervisor for the Coordinated Housing Access (CHA) Team. The Coordinated Housing Access Supervisor oversees Coordinated Entry operations, including public access points for housing services, contracts with partner agencies, a new rapid resolution housing program, management of the county's by-name list of people experiencing homelessness, and coordination with partner agencies and cross-divisional programs in housing and human services.

Required Minimum Qualifications/ Transferrable Skills:*
A minimum of six (6) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
At least one (1) year of progressive relevant management, supervisory, project management, or lead work experience
At least one (1) year of experience as a Case Manager or similar function with people experiencing homelessness or housing instability
At least one (1) year in a position where documenting and determining eligibility for services was a significant part of the position
Experience with Microsoft Office Suite and virtual platforms such as Zoom or Microsoft Teams
Experience considering the impacts and outcomes of oppression, structural racism, and individual bias for underserved communities during the decision-making process
Proficiency in key concepts related to Equity, Diversity, and Inclusion, and commitment to leading with these values
Preferred Special Qualifications/ Transferrable Skills:*
Experience with HMIS (Homeless Management Information System) data collection or similar programs
Experience doing quality assurance in a human services setting
Understanding of a Housing First and Stages of Change service model
Experience accurately tracking current and projected expenditures from multiple funding sources against complex budgets
Pre-Employment Requirements:

TYPICAL TASKS
Duties may include but are not limited to the following:
Ability to work independently, prioritize workloads, problem solve, and complete tasks in a timely fashion. Provide leadership, maintain efficient operations, plan and supervise the activities of a work unit that provides assessments and rapid resolution services, and other supports for households within multiple program funders rules and guidelines.
Hire, provide regular supervision, train, support and evaluate direct service and quality assurance staff. Promote cooperative team efforts among staff, local external agencies and internal county divisions and departments. Collaboratively work with all internal county departments to maximize service delivery.
With quality assurance staff, and manager, review payment requests for eligibility, accuracy and completeness. Monitor available funding within budgets from each funding source available for program delivery.
Ensure that a welcoming, trauma-informed and culturally respectful approach is maintained at all times in service delivery, with case management and within the team dynamics, while balancing ethical guidelines, program fairness and equitable access.
Identify impacts and outcomes for undeserved communities during decision-making process. Ability to consider impacts of oppression, structural racism, and individual bias on client access and outcomes.
Prepare performance evaluations; recommend and administer progressive discipline if appropriate; support professional development goals of all supervised team members.
Participate in Social Services Divisions Management Team activities and serve as on-site Supervisor in Charge on a rotating basis or as needed by Social Services.
Other duties as assigned from Department of Health, Housing and Human Services leadership.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off):
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.
This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
