Job Duties

The Virginia Department of Health Office of Licensure and Certification (OLC) is seeking a Deputy Director. This position oversees the Long-Term Care Division, Acute Care Division.

Life Safety Code Program, Training Unit and Complaint Unit. Significant experience as a clinician in an acute care and/or nursing home setting is beneficial. Experience with state and federal health care provider regulations is essential to this position.

This position works closely with the Centers for Medicare and Medicaid Services (CMS) representatives related to the OLC's responsibilities as the CMS State Agency. This position also works closely with the OLC Office Director in managing the day-to-day operations of the various programs, as well as planning for future needs.

Supports the agency mission by overseeing multiple agency wide programs and services. Responsible for all operational, technical, administrative, and programmatic activities associated with service delivery.

Actions are typically long range in nature and include: supervision of program staff, consultation, resource acquisition and utilization, approving new programs and services or changes to existing ones. Evaluates operational and service effectiveness, prioritizes actions across assigned program and operational areas. Integrates system activities with other agency and service providers to promote continuity and efficiency. May perform strategic planning.

Minimum Qualifications

  • Excellent oral and written communication skills, including experience presenting at conferences, national meetings, etc. ; strong team building, program management and evaluation, decision making, leadership and computer skills

  • Ability to plan and prioritize program projects and activities; formulate policies and plans for the overall work unit as well as for individual assignments; provide training and direct the work of others; maintain effective relationships, including high level government officials, lawmakers & others; and interpret laws, regulations, and policies and determine how to put them into action

  • Knowledge of federal grants management; experience developing program plans, objectives and budgets and tracking progress; administering a public health program; and managing projects and employees

  • Ability to prepare and manage grants and budgets; conduct research, make recommendations and apply findings; develop and execute goals and objectives; develop and conduct training; interpret and implement policies and procedures; provide technical assistance
