The Florida Department of Children and Families (DCF) is the state of Florida's social services agency. Within DCF, the Economic Self-Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.
Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating public assistance fraud or misuse regarding the Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), and Medicaid programs by individuals or merchants.

This is a full-time position, working 40 hours per week, Monday - Friday, 8:00 A.M.- 5:00 P.M. EST.
The hourly rate for this position is $14.11.
HUMAN SERVICES PROGRAM ANALYST OPS - 60930155 - ESS OPBI Benefit Recovery Program
This position is located in Tallahassee, FL and reports to the Program Administrator in the Benefit Recovery Unit. This is a professional position responsible for monitoring and implementing of the hearings process for the Benefit Recovery (BR) program to include Medicaid, Aid to Families-with Dependent Children (AFDC), Temporary Cash Assistance (TCA), Food Assistance (FA), and other programs required to comply with the federal hearing process. This position is also responsible for calculating and creating claims to recover overpayment of public assistance programs: Temporary Cash Assistance, Food Assistance, Medicaid and Refugee Assistance.
The Headquarters Human Services Program Analyst is charged with timely and accurately representing the Florida Department of Children and Families Economic Self-Sufficiency (ESS), Office of Public Benefits Integrity, Benefit Recovery in Administrative Disqualification Hearings for the Supplemental Nutrition Assistance Program (SNAP), Medicaid and Temporary Cash Assistance (TCA) programs.
Analyst must demonstrate the ability and organizational skills to work independently. The Analyst is responsible to provide information and accurate policy and procedures to be used in assistance to assist the agency in meeting the requirements for disqualification in SNAP and TCA administrative hearings. Extensive knowledge of SNAP, Medicaid (all programs) and TCA policy is required. Analyst must be proficient in the use of computers, web-based systems and Microsoft Office applications, including Word and Excel.
Incumbent is a member of the DCF DSNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours a day.
EXAMPLES OF WORK
Plan, organize, coordinate and represent the Departments interest in all Administrative hearings for the different BR state offices. Act on the behalf of BR in presenting direct evidence at these hearings. Consult with hearing officers and clients regarding Department, State, and Federal policies in reference to the overpayment claim amount, payment history, notices or error type that caused the overpayment.
Analyze, prepare and distribute required evidence to the Office of Appeal Hearings and the overpaid household.
Researches, reviews, analyzes and maintains an up-to-date knowledge of the various programs, including pertinent statutes, Florida Administrative Rules and federal regulations.
Evaluate BR hearings process and state and federal guidelines to ensure accuracy for hearings and development.
Provides consultation to management staff in interpreting and implementing statewide BR hearings policy and procedures.
Ability to travel
Valid State of Florida driver license
PREFERENCE given for the following experience or skills:
Experience using DCF Economic Self-Sufficiency eligibility systems
Experience reviewing overpayment claims
An Associate's degree or 60 semester or 90 quarter credit hours from an accredited college or university
The ability to speak/read/write Spanish
