Regular Schedule: 34 hours per week, plus County benefits.
A non-merit vacancy exists in Clinical Services, Department of Health and Human Services.
Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties
Under close supervision, helps Medicaid recipients understand their HealthChoice benefits and connects them with their MCO (Managed Care Organization). This will include connecting clients to case management services, and various program/services in areas such as maternal child health, public or mental health, social services, and provides case management to clients who have or is eligible for Medicaid.
Assists clients in finding a primary care provider, specialist or dental services with their MCO. Explains Medicaid policies, eligibility, assists with applications and renewing of Medicaid benefits. Works closely with MCHP (Maryland Children's Health Program) regarding Medicaid enrollment.
Assists clients and other community members in obtaining supportive information as required and contacts other agencies to verify information.
Assists in placing clients into other programs and services such as prenatal care.
Maintains detailed records of cases using electronic health records.
Maintains records and progress notes using electronic systems including Microsoft O365 applications.
Assists walk-in clients and answers telephone inquiries.
Conducts home visits to obtain or verify information.
Participates in community outreach events and provider outreach.
Performs other related duties as assigned.
Qualifications
Required Qualifications
Graduation from an accredited college or university with an Associate in Arts or Science Degree in a Social, Behavioral Science or Public Health.
(Experience in case management, human services, Medicaid, health education or community health work may be substituted on a year-for-year basis up to a maximum of two years for the required education.)
Knowledge, Skills, and Abilities
Basic knowledge of interviewing techniques.
Skill in performing simple mathematical calculations such as addition, subtraction, multiplication, and division. Writing skill necessary to complete application forms and reports.
Ability to obtain information from clients and to compile information into case records. Ability to communicate orally.
Ability to establish and maintain effective working relationships with others. Ability to understand Federal, State, and local regulations, program policies and procedures, to apply them to specific client situations, and to compute the amounts of grants to clients. Ability to maintain detailed and accurate records and to prepare summary reports. Ability to use Microsoft Office 365 applications such as Outlook, Excel,Word, and Teams to enter, update, or retrieve information.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
