Community Supervision has an exciting opportunity for an entry-level HR professional interested in the full life cycle of recruitment, to include posting, screening, salary administration, interviews, and hiring.

This position requires the ability to make decisions, multi-task, and independently prioritize work to ensure customer satisfaction and confidentiality.  The position will be part of our Talent Acquisition team based at the Judicial Division III office in Kernersville . This position does not involve interaction with offenders.

The primary focus of this position is to work as part of an HR Team:

  • Work with hiring managers to develop recruitment strategies and postings specific to their needs

  • Screening employment applications to determine pool of most qualified applicants, 

  • Creating interview and hiring packages, 

  • Determining hiring rates within established salary guidelines and composing memoranda to support salary decision(s),

  • Ensuring required documentation is complete, and,

  • Closing out the process when the position is filled or otherwise closed,

  • Participating in hiring events in the Judicial Division II area,

  • Tracking and coordinating the placement of staff.

Duties may also include new hire orientation or providing onboarding documents, acting as Health Benefits Representative (HBR) for employees within the Division office. Administrative staff and managers in the Judicial District offices interact frequently with this position, and position holder will be the first point of contact for time administration and/or payroll questions. Position is responsible for providing assistance to staff in compliance with federal, state agency guidelines to include:

  • Health insurance, other insurance programs unique to DAC, NC Flex programs, 
  • Short Term and Long Term Disability, Retirement programs, 
  • The determination of eligibility for all types of leave offered by the state (FML, LWOP, VSL, Community Service, PPL, Military, etc.), 
  • Workers' Compensation, ADA compliance.

This position interprets and applies personnel and departmental policies to address issues regarding hiring packages and actions, as well as other HR related issues. As such, you must be able to:

  • Interpret and apply standard personnel policies, procedures, regulations and laws to a variety of personnel transactions,
  • Exercise judgment in evaluating situations and making recommendations concerning employees, applicants, positions, transactions and problems, 
  • Maintain effective working relationships with employees, coworkers and the general public, work independently, and maintain confidentiality.

This position uses the Microsoft Office suite of applications. Familiarity with an HRIS such as SAP-GUI (Beacon/Fiori) and applicant tracking software such as NEOGOV will be helpful, though not required.

This is a full-time position (40 hours per week) with benefits, including eligibility for a state pension.

The salary grade for this position is NC05.  State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position.  If selected for this position, a new salary will be calculated taking into consideration the quantity of relevant education and experience, funding availability and internal equity.  Based on these factors, a pay increase or decrease may result.Some state job postings say you can qualify by an "equivalent combination of education and experience."   • Basic to working knowledge of State HR systems and processes.

  • Basic knowledge of federal and state laws, and State policies, procedures and practices.

  • Skill in the use of MS Office, including Outlook, Excel, and Word

  • Working experience verifying pre-employment documents

  • Documented ability to:

  • establish and maintain effective working relationships with others,

  • handle confidential matters,

  • express ideas clearly and concisely in verbal and written form, 

  • independently analyze situations make decisions within area of responsibility.

Management Prefers

  • Experience screening job applications for employment

  • Experience working within an HR Integrated Payroll System (H.R.I.S.)

  • Experience administering employee benefits, to include FMLA and leaves of absence

  • Experience working with recruitment initiatives

  • Experience in the use of an applicant tracking system such as ATS or NEOGOV

  • Current or previous CJLEADS and/or DCI certification

Associate's degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required;

or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.The mission of Community Supervision is to protect the safety of citizens in communities throughout the state by providing viable alternatives and meaningful supervision to offenders on probation, parole or post-release supervision.  The primary goal of Community Supervision is to reach an equal balance of control and treatment for offenders that will positively affect their behavior and lifestyle patterns. Probation /parole officers protect the public by helping offenders learn to live within the law. They supervise offenders' activities in the community and ensure their compliance with court orders and sanctions.

The Department of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws.  This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision.  Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.
