Inclement Weather Classification: Nonessential

An employee in this class supports the staff within the human resources department, providing information to applicants and employees, maintaining records, completing assigned projects and tasks, and resolving a variety of employee issues. The employee performs a wide variety of professional human resource services which may include assistance with the employment process, callbacks, scheduling interviews, payroll, application process, reporting and salary benefit research, and updating application files and postings. Work includes maintaining a variety of confidential and non-confidential files and records. Work requires sensitivity to the needs of individual employees, support to management in the personnel tasks, and use of sound judgment in maintaining confidentiality regarding personnel issues. Work is performed under the administrative supervision of the Human Resources Director and is evaluated through periodic conferences, observation of results achieved, and review of records, reports, and files. Some independent judgment is required as to when and how established procedures or guidelines are to be applied. This classification is considered nonexempt in compliance with the Fair Labor Standards Act (FLSA). Examples of Duties

  • Assists with employment process including callbacks, scheduling interviews, notification payroll, application process, reporting and salary benefit research, updating application files and postings

  • Maintains a variety of confidential and non-confidential files and records

  • Prepares monthly payroll, overtime, and attendance reports for certified, classified and administrative employees

  • Processes documents and materials, as assigned including applications, changes in employment status, and payroll changes for the purpose of disseminating information to appropriate parties

  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of providing information

  • Explains insurance, retirement, and other benefits to employees; processes changes and interprets personnel policies to staff; orients new employees

  • Implements detailed record keeping system and enters data into the system

  • Performs related duties as required

Qualifications

  • Considerable knowledge of the theory, principles, and practices of personnel administration including the functional areas cited previously

  • Considerable knowledge of the laws, rules, and regulations which apply to personnel policies and practices in the municipal sector

  • Considerable knowledge of the trends and modern technology now being implemented in the profession

  • Ability to establish and maintain an effective central personnel program and implement an effective employee relations program

  • Ability to appropriately plan, organize and prioritize the work flow of projects and activities

  • Ability to communicate effectively in oral and written forms

  • Ability to maintain the confidentiality of personnel records and discussions

  • Ability to exercise sound judgment in evaluating information and communicating recommendations

  • Ability to establish and maintain effective working relationships with department heads, supervisors, employees, benefits vendors, and the general public

Education and Experience

Associate's Degree in Human Resources, Business or related human services field and considerable work experience in Human Resources management, or an equivalent combination of education and experience. Supplemental Information

Physical Requirements and Working Conditions

Work in this class is described as being sedentary and seldom requires much physical exertion to complete tasks. Work typically involves the ability to physically perform the basic life operational functions of reaching, standing, walking, lifting, fingering, grasping, talking, hearing and repetitive motions. Employee regularly operates a variety of machinery and equipment, including telephones, computers, calculators, copiers, facsimile machines, etc. Work necessitates visual acuity to determine the accuracy, neatness, and thoroughness of work assigned in preparing and analyzing figures, accounting, transcription, computer terminal viewing and extensive reading. Working conditions include inside environmental conditions.

Special Requirements:

  • Certification as a Notary Public
