Job Summary

This position is located in the District Department of Transportation (DDOT), Administrative Administration, Administrative Services Division (ASD). This position serves as a Human Resources Specialist within the Employee Relations Unit. This position will assist with intake, coordination and assistance with employee relations issues and concerns.

In addition, collaborate with investigations, fact-finding, and report compilations. This position will also support special projects, including planning and executing agency-wide and administrative-wide activities liaising with other agencies on issues that impact agency administrative functions.

The Human Resources Specialist serves as a liaison between the agency and the D.C. Department of Human Resources, and as the initial point of contact for the agency.

The incumbent is responsible for: providing the full range of technical, assistance, guidance and advisory services to managerial, supervisory and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership. The incumbent will organize information from a variety of sources such as records, interviews, computer files, and previous studies. The incumbent will identify issues and isolate problems related to employee grievances through synthesizing data and writing investigatory reports.

The successful candidate will independently conduct studies through analyzing appropriate information provided by internal and external stakeholders. Based on investigatory findings conducted, the incumbent will prepare reports, organize, and deliver briefings to present findings, solutions and recommendations for management review and consideration. The incumbent will be responsible for inputting, updating, and generating reports from employee relations centralized database.

In addition, gather insights from this data to make informed conclusions that help streamline HR processes and drive business administration decisions. The incumbent identify trends within HR data, which can include employee exit interviews, surveys, and other relevant information.

Duties and Responsibilities

This incumbent will identify, analyze, and evaluates problems in an effort to improve organizational structure, which includes developing and presenting recommendations and options to avoid or resolve problems. Participates in studies of organization to determine immediate and long-range needs and advise on approaches to improve overall effectiveness.

Develop, analyze, and evaluate administrative procedures, functions, controls and systems for the agency. Researches, interprets and applies various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters and administrative issues/problems. Responds in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies. Attends meetings and participates, as needed, by making presentations and providing background information.

Qualifications and Education

The incumbent must possess at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to specialized analytical methods and techniques for planning, analyzing, and evaluating the effectiveness of work processes or programs, related studies and cases; applying pertinent laws, regulations, policies, and precedents that affect the program or work processes studied, and knowledge of the major issues, program goal and objectives, substantive work processes and program operations of the organization.

Graduation from an accredited four-year college or university with a bachelor's degree is preferred.

Working Conditions/Environment

The work is primarily sedentary, although some slight physical effort may be required. The work may involve visits to work sites, and requires periods of standing, bending, stooping, and carrying of light items. Work is typically performed in an office setting (or Cubicle).

Tour of Duty: Monday- Friday 8:15 a.m. - 4:45 p.m.

Pay Plan, Series and Grade: CS-0201-12

Promotional Potential: No known promotion potential.

Collective Bargaining Unit (Non-Union): This position is not part of a collective bargaining unit.

Position Designation(s): This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early.

This position is designated as Security Sensitive. The incumbents of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.
